Project Assistant - DRR and Emergencies

At present, Vietnam Country Office has programs in 22 out of 63 provinces in Vietnam.

We are looking for a Vietnamese national for:

  • Position: Project Assistant - DRR and Emergencies
  • Location: Ho Chi Minh City

ROLE PURPOSE:

The Project Assistant on DRR and Emergency Response (DRR&ER) in Southern region is a member of DRR&ER team and is primarily responsible for assisting the implementation of the DRR project which will be implemented in Ca Mau province.

The PA will assist to ensure that Save the Children Vietnam activities are consistent with SCI and Members’ programming principles and approaches, draw on good practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.

KEY AREAS OF ACCOUNTABILITY:

1. Program Planning and Implementation

Disaster risk reduction

  • Support project team in field project implementation activities;
  • Assist the project team in the management of partnership agreements, including submission by the partner of financial reports and program reports in line with the agreed procedures of SCI;
  • Assist the partner to organize and facilitate activities in the partnership agreement;
  • Support for data collection and inputs to project regular reporting/plan;
  • Ensure effective communication in order that the partner is well informed of project objectives and activities.
  • Meet with local partners, school teachers and students of target schools in a regular basis, record minutes, cooperate and collaborate on program design and implementation; and
  • Compile regular activity reports from project staff and share it to project manager for review

Emergency Preparedness and responses

  • Be one of the core members of the Emergency Response team of SCI Vietnam.
  • Keep track and manage relief items in the warehouse of each region.
  • Be in charge of implementation of disaster preparedness that includes planning activities in country under the supervision of line manager.
  • Ready to be deployed in case of emergency response

2. Finance Management and Budget Control

  • Follow SCI and donor requirements on expenditures
  • Support reviewing partners’ financial report and supporting document when requested by line manager;
  • Provide support to partners on SCI and donor requirements on expenditure;
  • Prepare advance requests and expense claim;

3. Program Development, Monitoring, reporting, accountability and learning

  • Monitor project activities conducted by partners to ensure project activities implemented as per the project work-plan and manage the M&E database of the project.
  • Ensure the field MEAL, including regular monitoring visits to provinces and the post distribution monitoring, evaluation, learning and accountability across team.
  • Maintain the feedback mechanism for all project implementation.
  • Initiate the development of case studies and other project materials.
  • Prepare case study and IEC materials and submit to higher levels.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in public administration, human resources, business administration or relevant field;

  • Computer literate (Microsoft Word and Excel are required)

  • Positive working and learning attitude
  • Faithfulness, hard-working, details oriented, good interpersonal skill and ability to work in a team
