As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. In an effort to support the VPA FLEGT implementation in Vietnam, GIZ is working with VNFOREST with its Forest Protection Department (FPD) and the General Customs of Vietnam with its Department of Custom Management and Supervision with the aim of implementing and assessing import control and due diligence, as part of the VNTLAS.
Also, GIZ is working together with VNFOREST and the management boards of selected protected areas in the area of sustainable forest management planning and the development of sustainable financing strategies.
The projects are commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and partially co-funded by the Department for International Development of the United Kingdom (DFID). They are implemented by GIZ and its respective Vietnamese partners.
The project is looking for qualified local professionals to fill the following positions:
Position 1
Project Officer "Capacity Development VPA FLEGT"
Duty Station: Hanoi, Vietnam
Duration: ASAP until 30.04.2021
Main responsibilities:
- Ensure timely, efficient and effective implementation of project activities related to capacity development on due diligence and compliance checks (implementation of the VPA FLEGT);
- Assist in following up of activities related to supporting the broad range of activities related to SFMP
- Support in preparing and in ensuring smooth implementation of trainings and coaching to partners to be organised by consultants;
- Ensure quality of technical documents/manuals developed by consultants relevant for due diligence and compliance checks;
- Ensure appropriate translation of relevant technical documents / manuals for due diligence and compliance checks into Vietnamese and the Vietnamese context;
- Liaise, coordinate and network with key stakeholders relevant for the VPA FLEGT implementation as agreed with the project management;
- Prepare and follow up on the implementation of activities related to import control at the pilot locations as agreed with the project management;
- Ensure innovation and knowledge management as well as transmission of innovation to a wide range of persons, and integration of results and experiences;
- Facilitate the development and implementation of workshops and seminars together with GIZ and VNFOREST;
- Assist in technical researches/studies;
- Support daily operational aspects of all issues related to the projects.
Minimum requirements:
- University degree in forestry, agriculture, natural resources management, economics or related fields;
- Proven experience in the forestry sector;
- Proven experience in developing measures for and cooperating with different partners for capacity development for different target groups;
- Good understanding of the VPA-FLEGT and its implications on the whole wood sector (transformative change);
- Good understanding of due diligence and compliance checks related to timber import;
- Good understanding of the government system in the forestry sector in general and of institution for capacity development in this regard in particular;
- Proven experiences in working with different stakeholders, engaging participants and commitments of different stakeholders in project implementation;
- 10 years of experience in forestry sector and NRM;
- Understand processes while focusing on deliver concrete results;
- Excellent communication and presentation skills;
- Team work spirit and self-motivated;
- Excellent in both English and Vietnamese;
Position 2
Senior Project Officer "VPA FLEGT"
Implementation of VPA FLEGT and sustainable forest management planning
Duty Station: Hanoi, Vietnam
Duration: ASAP until 30.04.2021
Main responsibilities:
- Ensure timely, efficient and effective implementation of project activities related to capacity development on due diligence and compliance checks;
- Provide technical advice on timber import control and due diligence checks that complies with the VPA commitment and VNTLAS requirements to respective agencies;
- Develop and implement an appropriate strategy to support government partners and operators in strengthening import control toward legal timber importation and distribution in collaboration with contracted consultants and project team;
- Collaborate closely with government partners and operators in strengthening control of imported timber to support legal timber importation and distribution;
- Coordinate with government partners and timber associations to ensure the quality of implementation of activities related to due diligence and compliance checks;
- Ensure quality of technical documents/manuals developed by consultants relevant for due diligence and compliance checks;
- Ensure translation of relevant technical documents / manuals for due diligence and compliance checks into Vietnamese and the Vietnamese context;
- Liaise, coordinate and network with key stakeholders relevant for the VPA FLEGT implementation as agreed with the project management;
- Prepare and follow up on the implementation of activities related to import control at the pilot locations as agreed with the project management;
- Backstopping and coaching for partners in analysing due diligent dossiers;
- Prepare and ensure smooth implementation of trainings and coaching to partners to be organised by a team of consultant;
- Ensure innovation and knowledge management as well as transmission of innovation to a wide range of persons, and integration of results and experiences;
- Facilitate the development and implementation of workshops and seminars together with GIZ and VNForest;
- Assist in technical researches/studies supporting the development and implementation of the VPA FLEGT;
- Support daily operational aspects of all issues related to the project.
Minimum requirements:
- University/master’s degree in forestry, agriculture, natural resources management, economics or related fields;
- Proven experience in the forestry sector, especially with the timber industry;
- Proven experience in working in the field of due diligence and compliance checks related to timber import;
- Good understanding of the timber business in Vietnam and risks associated with timber trading and processing, incl. risks related to the source of imported timber
- Good understanding of VPA-FLEGT and its implications on the whole wood sector (transformative change);
- Good understanding of relevant international timber related legislation, e.g. EUTR, Lacey Act;
- Good understanding of the government system especially related to import /export management as well as supply chain control of timber and timber products;
- Proven experiences in working with different stakeholders, engaging participants and commitments of different stakeholders in project implementation;
- 15 years of experience in forestry sector, timber supply chain and related businesses;
- Understand processes while focusing on deliver concrete results;
- Excellent communication and presentation skills;
- Team work spirit and self-motivated;
- Excellent in both English and Vietnamese;
- Experience in import / export management, capacity building, timber associated risk management is an advantage.
