USAID Saving Species: Consultant to conduct research and assess the situation of illegal wildlife trade on the internet and propose solutions to prevent wildlife trafficking

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking one (01) qualified Consultant to conduct research and assess the situation of illegal wildlife trade on the internet and propose solutions to prevent wildlife trafficking.

Overall Goal: Strengthening enforcement performance of the CITES Management Authority and related law enforcement agencies in Vietnam through data collection and research on internet illegal wildlife trade and trafficking.

Specific Objective:

• To develop tools to effectively monitor and detect illegal trade on wildlife and their products. The tools to be used by the Vietnam CITES Management Authority and other related law enforcement agencies.
• To conduct research and assess the situation of illegal wildlife trade on the internet and propose solutions to prevent online wildlife trafficking;

Main tasks & Responsibilities:

• Conduct research and assess the situation of illegal wildlife trade on the internet and propose solutions to prevent wildlife trafficking online;
• Produce a report illegal wildlife trade on the internet and propose solutions to prevent wildlife trafficking online;
• Take part in consultation workshops on combating online wildlife trafficking, including discussion facilitation; prepare minutes of the technical/consultation workshop.

Report to the Director of CITES MA and USS COP/DCOP.

Timeline/Working days:

• Starting date: December 2019.
• Ending date: 02 weeks after the final deliverables are approved.
• Total working time: 45 days (8 hours per day)

Qualifications and requirements

• A minimum of 5 years of experience in relevant field in environment/wildlife;
• Familiar with database, monitoring tools online, information searching and analysis;
• Good presentation and report writing skills; and
• Fluency in office computer and English skills.
