PROJECT OFFICER FOR
MEMBER INITIATIVE ON AGRO-CHEMICALS IN VIETNAM

BACKGROUND

The Global Coffee Platform (GCP) is an inclusive multi-stakeholder sustainability platform that convenes coffee stakeholders, priorities sustainability issues and catalyzes local action and progress measurement in collaboration with country platforms to create a thriving and sustainable coffee sector. The members of the Global Coffee Platform include farmers and farmer organizations, trade (exporters and importers), industry (coffee roasters and retailers), other supply chain actors, civil society, coffee associations and others.

GCP Member Initiatives (MI) optimize sustainability investments and multiply impact through pooling resources, knowledge, and networks to collectively address country specific sustainability gaps. By partnering with GCP, participants of an MI support the coffee sector to identify and address complex issues through a structured and collaborative approach.

GCP Vietnam developed a proposal for a 5-year MI on effective and sustainable management and use of agro-inputs in Vietnam, which focuses on addressing the sustainable and responsible use of agro-inputs (especially herbicides) in the coffee sector in Vietnam by improving the enabling environment and sector policies, providing support and training to farmers and stakeholders in the Central Highlands and conducting research to gather and document best practices and lessons learned. Results of the MI will be shared with the Vietnamese and International coffee sector stakeholders in order to upscale best practices.

The MI has raised commitments from roasters, including Nestlé, JDE and Tchibo as well as IDH – The Sustainable Trade Initiative. Additional interested actors are actively invited to participate in this initiative.

The MI is expected to be launched in Vietnam in May 2020. Therefore, GCP is looking for a Project Officer to be based in the Central Highlands to support the daily implementation of this initiative.

ROLE AND RESPONSIBILITIES

The MI Project Officer is responsible for supporting the Project Manager in the implementation of the Member Initiative at national and at field level, ensuring the day-to-
day administration, finance management and Monitoring & Evaluation work of the initiative.

The Project Officer will report to the MI Project Manager.

Key responsibilities include:

Day-to-day administration to ensure effective implementation of the project e.g. follow up of annual plans and targets set by the Management Unit (MU), support to conduct workshops and convene partners for policy dialogues;
Financial monitoring e.g. develop detailed budget plan, monitor budget spending andprepare/check the relevant invoices/accounting documents;
Monitoring and evaluation of activities implemented by the local implementingpartners, collecting data and evidence, identifying problems and discussing solutionsand developing reports;
Support in recruitment, tendering, contract preparation and follow-ups in terms ofpayment;
Development of quarterly and annual financial and narrative reports;
Facilitating the development of MI communication materials, such as writing articlesfor newsletters, website, fact sheets, etc. in collaboration with the Project Manager and external partners;
Ensuring that MI experiences and results are shared;
Reporting to Project Manager;
Conducting other logistic supports for meetings, workshops, visits organized by MU,GCP and related partners;
Contributing to and supporting other tasks as required.

QUALIFICATIONS

The strong candidate for this position is expected to possess these qualifications:

Degree in administration, project management, economics, agronomy, rural development or related field;
At least 10-year experience of administration, financial management and M&E of agriculture/rural development programs, particularly coffee projects;
Good experience in working in agricultural value chains, particularly coffee value chain;
Strong interpersonal skills and the ability to work effectively and independently in a multi-cultural environment;
Ability to facilitate communication, learning and knowledge management;
Experience in Monitoring & Evaluation and impact analysis;
Ability to support and influence others to work effectively;
Flexible and creative approach in recognizing and responding to challenges and opportunities;
Self-reliant, flexible and able to handle pressure, competing deadlines and multiple priorities; Good written and verbal communication skills in Vietnamese and English;
Proficiency in MS Office (Word, Power Point, Excel, Office 365);
Willingness to live full-time in the Central Highlands and to travel nationally, possibly also internationally if needed;
Ability to work independently and in a team towards defined objectives and goals;
Results-oriented approach, positive thinking and good teamwork spirit;
Strong passion for coffee and sustainable rural development.

GCP offers a collaborative and dynamic environment and competitive salary to the qualified candidate.

Contract: Full-time position (40 hours/week) with 30-day annual leave; a 3-year contract with the possibility of extension, 3-month probation period. An attractive salary to be negotiated based on her/his skills and qualifications, embedded in the GCP internal salary structure.
Provision of technical equipment.
Starting date: May 2020.
Location: Central Highlands with frequent travel to Hanoi.
