Background
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, non-communicable diseases, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.
BHP Vietnam is a 3.5-year programme funded by the UK Government’s Prosperity Fund and aims to reduce non-communicable disease (NCD) burden in Vietnam by improving access to safe, quality care using equitable, ethical and sustainable approaches. The programme will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs; 2) Education and Training; and 3) Provider Performance Improvement.
We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as National Consultant in Cause of Death Identification and Reporting for the Better Health Programme (BHP), based in Hanoi.
Objectives
Under the direction of the Country Technical Lead (CTL), The National Consultant will be responsible for planning, coordinating, implementing, monitoring and reporting BHP Vietnam’s activities under the workstream Improve cause of death reporting and accuracy with focus on NCD. The National Consultant will work with international and national experts, the Department of Planning and Finance – Ministry of Health, and BHP Country Technical Lead.
Key Responsibilities
Specific responsibilities may include but are not limited to the following:
Work with international and national experts, the Department of Planning and Finance – Ministry of Health Electronic Health Administration, and BHP Country Technical Lead to develop work plans, resources and milestones/timelines of milestones under the workstream Improve cause of death reporting and accuracy with focus on NCD;
Provide technical recommendation to adjust and apply the VA instrument for Vietnam based on analysis results of existing data sets and through fieldwork
Develop training materials for commune health workers on CoD coding and mechanism of collecting death-related information in the community
Perform other tasks and relevant duties as required by the CTL
Tasks and Deliverables
The consultant will deliver services to the BETTER HEALTH PROGRAMME for up to 50 days from the period May – December 2020. Key tasks are as follows:
Activity 1. Improve the quality of CoD coding and identify CoD/VA data collection, model
Proposal on fieldwork to study CoD operation situation and validate CoD; Identify database sources; access database; "clean" data according to DPF requirement
Developing recommendation of simplified VA; Review existing VA forms; Analyse existing data
Adapt QVA and monitoring tool, and CoD data collection model and reporting
Validate/finalise CoD data collection model and tools through a consultation round with 10 experts
Finalise an inclusive and gender-responsive toolkit to support CoD data collection, coding and monitoring
Activity 2. Develop training manuals on CoD classification and death reporting
Developing the training manual outline and training contents
Draft CoD training modules for ToT and training manuals for CHS staff
Validate/finalise the training manuals
The consultant will report to BHP Country Technical Leader
