About the program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in our region. The program will principally work on strengthening the justice sector response to human trafficking, while opening up new partnerships with allied government agencies, civil society and business. It will engage all 10 ASEAN Member States in some capacity and will continue national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand and Vietnam.
Program Outcomes
The overarching goal that ASEAN-ACT will contribute to is that ASEAN member states have effective justice systems that provide just punishment of traffickers and protect the rights of victims. Three end-of-program outcomes (EOPOs) together contribute to the achievement of this goal by 2028:
Overview
The Vietnam National Plan of Action on Anti-Human Trafficking (NPA) 2016-2020 concludes in 2020 and the Government of Vietnam is planning to develop a new plan for 2021-2025. ASEAN–ACT will engage a consultant to support the Vietnamese government led by the Ministry of Public Security (MPS) to develop the next phase of the NPA that aligns with the obligation in the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP).
The NPA will guide effective implementation of Vietnam’s counter trafficking in persons efforts by prioritizing strategies that incorporate gender sensitivity and victim-centred analysis and are aligned to ACTIP obligations. The NPA is an essential tool to outline the share government agency responsibilities and coordination of action to ensure a whole of government approach.
Objective
The objective of the Counter Trafficking Planning Consultant input is to support Vietnam in its development of a new comprehensive NPA for Vietnam for the period 2021 - 2025 which will be the framework for the strategic planning of government ministries in the area of counter trafficking in persons. Specially the Lead Consultant for NPA development will:
Areas of Responsibility
Under the supervision of the Country Manager – Vietnam, JSD, IVRD, the Counter Trafficking Planning Consultant for NPA development in conjunction with the National Consultant - Support Vietnam National Plan of Action and the MPS led Multisectoral Drafting Team will be responsible for:
