Consultants to assess 10 year implementation of the National Strategy on Cleaner Production in industry until 2020

Title: Consultants to assess 10 year implementation of CP National Strategy

Time frame: 4/2020-12/2020

Requirement: 02 Consultants (Vienamese national)

Location: Hanoi and other provinces (if necessary)

I. CONTEXT

The National Strategy on Cleaner Production in industry till 2020 (CP Strategy) was approved and promulgated by the Prime Minister in Decision 1419/QD-TTg dated 07 September 2009. The Ministry of Industry and Trade has been implementing the CP Strategy for ten years.

The strategy includes 05 component projects including: (1) Raising awareness and capacity to apply cleaner production in industry; (2) Establishing and operating databases and websites on industrial cleaner production; (3) Technical assistance on cleaner production application at industrial production facilities; (4) Improve the network of organizations supporting cleaner production in industry and (5) Improve financial mechanisms and policies to promote the application of cleaner production in industry.

After 10 years of implementation, the CP Strategy has been implemented throughout the country, including many provinces and cities promulgating plans and programs to implement the CP Strategy

To report on the implementation of the CP Strategy to the Prime Minister as well as to propose further actions on sustainable consumption and production, the Department of Energy Efficiency and Sustainable Development (DoEESD), Ministry of Industry and Trade (MoIT), the focal point for the CP Strategy, wants to conduct an assessment report of the 10-year implementation of the Strategy till 2020.

To support MoIT in this task, the Hanns Seidel Foundation, through this Terms of References, would provide assistance to conduct the Assessment Report of 10 year implementation of the National Strategy on Cleaner Production in industry till 2020.

II. OBJECTIVE

1. Objective(s) of this task

A conclusion report on 10 year implementation of the National Strategy on Cleaner Production in industry till 2020 to submit to the Government.

Propose further actions to promote sustainable consumption and production in Vietnam.

2. Long-term objective(s)

The output(s) of this task will contribute to proposing further actions to promote sustainable consumption and production in Vietnam. Furthermore, the report will be shared with provinces and cities to promote SCP nationwide.

III. OUTPUTS

The Consultant(s) should make specific and detailed recommendations of input activities to achieve the optimal outputs as required by this ToR. The Consultant(s) can propose additional outputs to improve the effectiveness of this task.

As required by this task, the Consultant(s) should deliver the following outputs:

• Output 1:A survey report on 10 year implementation of the National Strategy on Cleaner Production in industry till 2020 with survey data provided by the DoEESD.
• Output 2: A conclusion report of 10 year implementation of the National Strategy on Cleaner Production in industry till 2020. This report needs to be approved by DoEESD, MoIT.
• Output3:A conclusion report of this task.

IV. SPECIFIC ACTIVITIES

The scope of this task include but is not limited to the following activities:

• Prepare a detailed plan of actions to achieve the required outputs (as required by this ToR and included in the proposal documents submitted by the Consultant(s));
• Treat, analyze and consolidate data;
• Organize and coordinate the activities to achieved the outputs required by this ToR;
• Support MOIT to organize the conclusion workshop(s) on the 10 years of CP trategy;
• Draft the output reports and the conclusion report for this task as indicated in Part III of this ToR.

V. REPORTING

• Within 7 days after the submission of the report, DoEESD should provide a written feedback. Within 7 days after receiving the feedbacks, the Consultant(s) should submit the final report in electronic format (Word, Excel) and two (02) printed copies.
• All documents and data collected during the execution of this tasks are joint property of DoEESD and HSF. The replication of the documents requires consensus of DoEESD. In case of publication, the name of the Consultants will appear as authors.

VI. RESPONSIBILITIES OF PARTIES

1. Responsibilities of DoEESD

• monitor the progress of the tasks, respond to questions by the Consultant(s);
• provide the Consultant(s) with all documents relevant to the implementation of his tasks including: survey data of 10 year implementation of the National Strategy on Cleaner Production in industry till 2020;
• coordinate workshops/seminars to consult on the report (if necessary) and other supporting activities

2. Responsibilities of the Consultant(s)

• Be responsible for the technical aspects of the report
• arrange his own insurance during the implementation of his tasks
• arrange his own transport necessary to ensure the successful implementation of his tasks, the transport expenses should be included in his proposal.
• arrange his own working material (computer etc) necessary for the implementation of his tasks

3. Responsibilities of HSF

• proceed payment in accordance with the contract and the payment milestone
• ensure that the name of the Consultant(s) appear as author of the report in case of publication

VIII. Qualifications of the Consultant(s):

The Consultant(s) should meet the following criteria:

 

• At least 5 year experience in activities in cleaner production or related areas;
• At least 5 year experience in working with Government agencies, working experience with MoIT is a plus;
• For individual team members:
  
  • Consultant(s) in charge of analyzing and assessing the survey data: have at least a Master degree in environmental majors, industrial engineering, environment engineering. At least 5 years experience in related technical fields.
  • Consultant(s) in charge of writing reports: have at least a Master degree in environmental majors, industrial engineering, environment engineering; at least 10 years experience in environment, cleaner production or related fields; experience in similar tasks with Governmente agencies; working experience with MoIT is a plus.
