VN008 Development of database software for monitoring deployment of theNational Immunization Information System (NIIS) across levels and uploadas an online platform to the NIIS
Background:
The Expanded Program on Immunization (EPI) in Vietnam is a national network including 4 regional EPI offices, 63 Provincial Preventive Medicine Centers, 713 district health centers. The National Immunization Information System (NIIS) is a confidential, population and web-based database that record all immunization doses administered by immunization facilities to persons.
NIIS was launched and has been rolling out nationwide by the Ministry of Health since June 2017 as a part of National Programme on IT application 2016-2020 issued by the Central Government in Decision 1819/QD-TTg dated 26 Oct 2015. This system is implemented by all immunization facilities of both public and private sectors that helps EPI to manage target population, to update personal immunization history and to have more accurate reports, especially in urban areas where private immunization service is more complex due to co-existing private sector. After the launching of the system, duplication or missing of individual data had been recognized in the field. The possible reasons are: (i) HWs did not check available records in the system and create a new record with similar data (ii) HWs delete records though the children exist. This situation varies by immunization facilities of including private, public and hospital and public immunization posts. However, district, provincial, regional EPI of public health authority cannot well monitor NIIS utilization implementation at all immunization facilities and manage their data quality as there is not any application/ software to monitor NIIS deployment in every immunization facility, that affects to immunization planning at all levels.
WHO Representative Office in Viet Nam, therefore, commissions a contract to develop a computer software for monitoring NIIS deployment indicators at different levels covering interrelated key element and to upload as an online platform to the NIIS.
Scope of work:
APW contract holder is expected to develop the software and upload it to NIIS so that users can track the deployment progress by following three reporting functions in the NIIS.
The following stepwise works are expected to be performed;
1.1. To develop the software that enables to track the deployment progress as following three reporting functions in the NIIS
1.2. To upload the completed software to the NIIS
To complete handing over the code to the NIIS
