Research Coordinator Consultant
Background
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, non-communicable diseases, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.
The USAID SHIFT project is currently seeking an experienced local national consultant to support Vietnam Authority of HIV/AIDS Control (VAAC) in a study to assess the effectiveness of treatment of TLD regiment to provide evidence for inclusion of TLD drugs on the list of drugs covered by the Health Insurance Fund and retain its registration in Vietnam.
Key Responsibilities
Under the direction of the Vietnam Country Representative and/or the assigned USAID SHIFT technical monitor, the National Consultant will act as the primary administrative point of contact within FHI 360 and as the principle operational liaison with VAAC, partners and regulating bodies. Specific responsibilities may include but are not limited to the following:
Plan and coordinate the development of study protocol, data collection tools and consent forms
Act as the primary administrative point of contact within FHI 360 and as the principle operational liaison with partners and regulating bodies.
Prepare study ethics board applications (both international and local)
Coordinate training for staff at sites on data collection
Ensure day-to-day operation of study and data collection activities and monitors the progress of study activities
Plan, implement, and maintain data collection and management systems
Plan and coordinate regular advisory board and steering committee meetings.
Support data analysis and dissemination of the results
Tasks and Deliverables
The consultant will deliver services to the USAID SHIFT for up to 95 days from the period May – September 30, 2020. Key tasks are as follows:
Protocol and data collection tool finalized
Study plan finalized
IRB package approved locally and internationally
Data collected as planed
Dataset completed
Trainings at sites and meetings conducted as plan
Study report dissemination

The consultant will submit report to the assigned co-monitors from VAAC and the USAID SHIFT
