Scope of Work
Position Title: Local Consultant for Supply Management and Rational Use of Social Health Insurance Covered Drugs
Classification: Short-term Professional Independent Consultant
This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc.
Background:
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the HIV/AIDS Task Order.
GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives:
As part of its FY 2020 workplan, GHSC-PSM plans to support the Vietnam Social Security (VSS) in improving its provincial staff capacity to cope with the expansion of SHI ARV coverage. This includes providing training assistance on supply management and rational use of SHI covered medicines at the regional workshops organized by the Northern Center for Health Insurance Verification and Multi-line Payment, VSS. The training workshops will aim to enhance VSS staff capacity and promote active participation and contribution to the supply process of SHI covered medicines including ARVs and contribute to promoting the safe and rational use of drugs while improving the cost of medicines.
Objective:
The Local Consultant for Supply Management and Rational Use of SHI Covered Drugs will provide technical support to the Northern Region Center for Health Insurance Verification and Multi-Payment within VSS. The Consultant will be responsible for delivering training to VSS’s provincial staff at the regional workshops on supply management and rational use of SHI covered drugs including ARVs. Specifically, the local consultant will be responsible for coordinating with VSS to develop training materials and presentations and facilitate those trainings.

Required Skills and Qualifications
Supervision of Consultant: The Local Consultant for Supply Management and Rational Use of Social Health Insurance Covered Drugs will report to the HSS Manager.
Period of Performance: 25 June 2020 to 7 August 2020
Level of Effort: Maximum of 13 working days (104 working hours.) The consultant is not allowed to bill more than 8 hours per day for a five-day work week.
Location: Hanoi, Vietnam with possible travel to other provinces within the country.
