FLC – Rapid E&S Safeguards Assessment

Background information

SNV Netherlands Development Organization (SNV) is an international not-for-profit development organization, which provides capacity development services to nearly 2,500 organizations in over 30 countries worldwide. SNV specializes in supporting the resourcefulness of development actors by developing local capacities, improving performance and services, strengthening governance systems, helping to create access for excluded groups and by making markets work for the poor.

SNV as part of a consortium implements the Dutch Fund for Climate and Development (DFCD www.thedfcd.com ) that provides support (Finance (debt/equity) and Technical Assistance ) to  private investment propositions  with a focus on climate change adaptation and the ability to mobilize external private sector funding at scale.

The DFCD allows for investments in projects aimed at climate change adaptation and mitigation in developing countries. SNV, as part of the Origination Facility, provides support in the identification and development  of business investment ideas, together with local companies and stakeholders,  into bankable business projects with a landscape focus which can subsequently be picked up by the Finance Facilities (Water and Land-use) for further development, matchmaking and investment. The DFCD presents an important additional instrument for the Dutch government’s efforts in contributing to the Paris Agreement and the Sustainable Development Goals (SDGs).

One of the business investment propositions that are in process for origination support is with the FAM AGRICULTURE PRODUCTS IMPORT – EXPORT AND PRODUCTION JOINT STOCK COMPANY FLC in Vietnam

FLC  FAM has a business proposition that is aimed to improve the climate resiliency of 912 hectares of farmland, in the Mekong Delta, by converting rice farming, which consumes high amounts of water and is not resilient to saltwater intrusion, to high value fruits and vegetables, which use less water to cultivate and are more resilient to climate change. The project will be implemented in Phan Truong Phu Loi, Ho Dac Kien commune, Chau Thanh ward, Soc Trang province.  The purpose of the project is to grow clean, safe and nutritious fruits, vegetables, breed and tend agriculture seedlings, process and reserve fruits and vegetables, service activities after harvesting by applying modern technology, produce organic fertilizer, microbiology, microelements, and stimulants for plant growth.

Consultancy description

SNV seeks an experienced short-term consultant to do a rapid assessment of critical Environmental & Social Safeguards issues that need to be addressed in the origination process of the FLC business proposition

Key actions:

• Identify critical, both current and future, E&S safeguard issues of the draft business investment proposition in general and specifically in relation to deforestation, ecosystem degradation and land use rights and/or access by local communities or other groups/actors.
• Probe these critical issues with local stakeholders in the field.
• Provide recommendations of critical E&S safeguard issues including suggestions to SNV for actions to address them during the development stage of the business investment proposition.

Key deliverables:

• Final report providing analysis and recommendations on E&S safeguards (max 10-15 pages)
• On-line presentation (PPT) to the DFCD SNV team

Main activities:

• Review of the draft investment proposition FLC (Form1 of the Origination Facility)
• Interviews with local stakeholders, including FLC and local communities’ representatives
• One field visit to the area
• Coordination with SNV DFCD Business Investment Officer for Asia and other SNV DFCD team members.

Qualifications consultant

• Master’s Degree in a relevant discipline
• At least 5 years or more of experience in E&S safeguards analysis and diagnostics.
• Proven experience with private sector
• Proven experience in multi-stakeholder processes
• At least 3 years of relevant working experience in SE Asia
• Excellent English communication (written and oral), reporting and presentation skills.
• Permission to work in Vietnam.
