Consultancy to systematize and document the history and results of
We Effect presence in Cambodia and Vietnam
Introduction
We Effect is a development organization, with no political or religious affiliation, established in 1958 by Swedish cooperative organizations with the vision of "promoting a just and sustainable world without poverty". Its mission is to strengthen the capacity of democratic and member-based organizations to enable low-income women and men to improve their living conditions, defend their rights and contribute to a just society.
We Effect subscribes to the cooperative values ??of mutual aid, responsibility, democracy, equality, equity and solidarity and works with those organizations that practice and promote them. The support is mainly aimed at organizations in the social and solidarity economy sector that associate and represent grassroots groups in different areas of each country and technical organizations specialized in the topics it promotes.
We Effect is a decentralized organization, with regional offices in Latin America, Europe, Asia, eastern and southern Africa. In Asia We Effect has operated since the seventies.
In line with its strategic objectives, We Effect implements programs based on its main thematic axes: a) Sustainable Rural Development and b) Housing and Adequate Habitat, assuming the rights-based approach and promotion as main axes of fundamental guarantees such as the right to land and territory, the right to food, the right to economic justice, the right to housing and habitat, equal rights for women and the right to a safe and healthy environment, in ecological balance.
In late 2018, the We Effect board adopted the decision to close We Effect programs and withdraw from Cambodia, Myanmar and Vietnam. The program activities in Myanmar ended in December 2019, and the programs in Cambodia and Vietnam will terminate in June of 2020. The regional office has been relocated to Stockholm, and the last office in Vietnam Will permanently close in December 2020. For this reason, and in order to recall the history, reflections and lessons of the period of cooperation in the country, the initiative arose to systematize the experiences of the path followed with partner organizations in Cambodia and Vietnam after 12 years of joint work as We Effect and several years of work with KF Center.
We Effect is looking for local consultant(s) in Vietnam/ Cambodia to take part in this documentation assignment in cooperation with We Effect’s Head Office focal persons.
Consultancy objective
Interview and write the history of the organization startup and work in the region (mentioned countries) as seen from the Swedish point of view, including a few personal stories.
Produce photos, clips, narratives and case stories with relevant We Effect’s local partners, authorities and target communities in order to write up the history of the organization start up and work in Vietnam/ Cambodia.

People interested in submitting offers may request clarifications related to the consultancy. Inquiries must be made in writing to the email: thuy.nguyenngoc@weeffect.org, under the subject “Documentation”, no later than four (4) days before the submission deadline.
Consultancy period and payment.
The consultancy will take place within an agreed time span. The payment will be split into two installments. The 1st installment will be made right after the contract have been signed by both parties; and the 2 nd made one the final products have been delivered by the consultant(s) and approved by We Effect.
Other conditions.
We Effect policy requires a statement on whether the company or bidder, or any of its members, has any direct or indirect business or personal relationship with We Effect or any of the parties involved including partner organisations.
NB: The contract document includes the following clause: “The late execution of the contract will carry a fine for the consultant. We Effect will have the right to make a written statement to the consulting team regarding non-compliance with the delivery date of the planned reports. The economic penalty attributable to the contracted will be 1% of the total amount of the contract for each business day in accordance with the contractual term. Said fine shall be effective from the amount of the balance of the pending payment. This penalty clause may not exceed 25% of the total amount of the contract. Likewise, once this amount has been exceeded, We Effect may terminate the contract and also demand compliance with the obligation contracted in the agreed terms, as appropriate. If the delay occurs due to causes not attributable to the consultant, the consultant must provide We Effect in writing with a justification of the causes of delay. Once the We Effect analyzes the situation, and if it is pertinent, We Effect will authorize the extension of the final delivery period”.
