Project Development Officer - HCMC

The European Institute of Cooperation and Development (IECD) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions in the countries where it has been involved.
IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Vietnam IECD runs 4 projects: Support to Small and Micro enterprises with a specific focus on informal sector, 2 Social Training Enterprises in Bakery and Pastry based in HCMC and Hue and a Vocational Training Program in Electricity and Automotive.

The MSE program aims to help small entrepreneurs improve their business by providing them trainings such as Basic Management. Our target is to equip them with knowledge and management tools. The program has been launched in HCMC in 2013. In 2018, we have developed the Training of Trainers for other NGO/local authorities. In this purpose we are looking for a senior project officer to develop more partnerships.

Mission:

Under the supervision of the Project Manager and with the support of the MSE team, the Senior Project Officer will mainly focus on following missions:

Project development:
- Identify and find new potential partners (INGO, NGO, local authorities…) eager to be trained on support to entrepreneurship programs
- Structure and animate an ecosystem of stakeholders willing to support entrepreneurship
- Communication: creation of tools (flyers, ppt…) to approach the different stakeholders

Fund-raising and Reporting:
- Identify and apply for new grants and fund-raising
- Take lead in preparation of the reporting to donors (public and private)
- Communication: creation of tools (flyers, ppt…) and formalization of services offer to approach the different stakeholders

Project quality management:
- Daily collaboration with IECD partners to ensure an efficient implementation of the project
- Work closely with MSE team to ensure the quality of the trainings
- Deliver trainings to beneficiaries or Training of trainers when needed
- Support team with daily tasks: events organizing, workshop…

REQUIREMENTS:

Proven working experience (At least 2-3 years) in private sector or NGO/NPO sector
Experience in writing reporting/proposal is a must,
Language abilities: Native Vietnamese, Fluency in spoken and written English
Preferably bachelor’s degree in: Business Administration/ Economics / Finance / Public relations
Good communication skill, autonomy, team spirit,
Quick learner with ability to think strategically and creatively

JOB CONDITIONS & SALARY:

Position based in HCMC, Binh Thanh District
Competitive salary, annual 13th month salary, 18 annual leaves/year
