A NATIONAL CONSULTANT

On ARV drug supply management

The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam’s supply chain management system; and (4) Integrate TB services into SHI. As per LHSS Vietnam objectives on strengthening efficiencies and accountability in SHI and the capacity of Vietnam’s supply chain management system, and in responding to GVN need on these aspects,
LHSS Vietnam will mobilize a team of two senior experts to assist MOH/VAAC and VSS in overcoming the mentioned issues and ensure smoother supply and management of SHI ARVs in the coming years.

Objective

To provide technical support and advices to Government agencies on management of the supply and provision of ARVs through SHI.

The consultant will work closely with Ministry of Health, Vietnam Social Securities and LHSS.

Key Responsibilities

Work with VAAC in SHI ARV planning on the followings:

• Total estimation of ARV need
• Develop instructions to provinces and health facilities on quantification method,
• Review drug quantification made by provinces.

Work with VSS/Multi-line payment center and related division on the followings:

• Review drug use as claimed by health facilities against drug quantification
• Review drug supply as reported by suppliers against supply plan
• Identify gaps and/or issues in drug supply and use
• Consult VSS on solutions by VSS and/or recommend collaborative actions with MOH to address gaps.

Skills/Knowledge Required:

• A university degree in Public Health, Medical doctor, Pharmacist or similar disciplines
• More than 10 years of relevant work experience in state management on supply chain and public procurement.
• Strong understanding of SHI drug management policies in general and ARVs drugs in particular.
• Good understanding of HIV/AIDS program and its current context of SHI transition.
• Familiar with state management system related to drugs for public health facilities.
• Extended working network with government agencies including MOH, VSS.

Duration: The assignment is planned for the period from October 2020 through August 2021.
