NATIONAL CONSULTANT TO PROVIDE TECHNICAL SUPPORT ON THE REVISION OF CIRCULAR NO. 30/2018/TT-BYT TO INCLUDE TLD INTO OF LIST OF MODERN MEDICINES, BIOLOGICALS, RADIOPHARMACEUTICALS AND TRACERS COVERED BY HEALTH INSURANCE

The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam’s supply chain management system; and (4) Integrate TB services into SHI.

LHSS Vietnam will mobilize a national consultant to: (i) support to complete the package of revised Circular to include TLD into SHI list, (ii) Final draft and approved revised Circular 30 to include TLD in SHI Drug List. The consultant will work closely with the Department of Health Insurance Ministry of Health (MOH), Vietnam Administration for HIV/AIDS Control (VAAC) and Vietnam Social Security (VSS) of the Socialist Republic of Vietnam.

Objective

To provide technical support and advices to Government agencies on revised Circular to include TLD into SHI list.

Key Responsibilities

• Support Department of health Insurance to coordinate the process, collect and consolidate feedbacks/ comments from Health Department, treatment facilities, Health organization on the revised Circular No. 30 to add TLD into SHI drug list.
• Prepare and provide required documents to support DHI in the completion of the revised Circular to add TLD into SHI drug list. 
• Documentation of SHI drug council meetings for inputs into TLD Circular package. Other tasks related to the process for completing and preparing the TLD Circular package, appraisal and approval of proposing to include TLD into SHI drug list following project and DHI

Skills/Knowledge Required:

• An advanced degree medicine/ pharmacy-economics / health economics or relevant disciplines.
• More 5 years of relevant work experience in pharmaceutical area and social health insurance
• Strong understanding and knowledge on SHI policies and processing on including new drug into SHI 
• Previous experience in preparing, reviewing dossier for including new drug into SHI list
• Strong understanding and experience in conducting and reporting systematic reviews on efficacy and cost effectiveness analysis (CEA) of drugs
• Adequate knowledge and understanding of HIV/AIDS care and treatment program in Vietnam
• Demonstrate ability to work effectively with government agencies including health and social security sectors and health facilities.
• Basic knowledge of English.

Note: This position is based in Hanoi, Vietnam with travelling to the provinces if needed.
