CALL FOR CONSULTANCY SERVICES
TO FACILITATE THE DEVELOPMENT OF GUIDANCE ON THE
IMPLEMENTATION OF CIRCULAR 22/2020 TT-BYT
AND
ASSIST PROVINCES IN MANAGEMENT OF SHI-COVERED ARV DRUGS
ACCORDING TO THE CIRCULAR’S GUIDANCE
The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities.
Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam’s supply chain management system; and (4) Integrate TB services into SHI.
LHSS Vietnam will mobilize a senior consultant to work with Vietnam Social Security (VSS) on the development of needed guidance to provinces and health facilities to implement tasks related to the management, reallocation, and reimbursement of SHI-covered ARVs according
to the newly issued Circular 22/2020-TT-BYT dated 02/12/2020 on the management of ARVs procured through SHI fund and copayment subsidy for PLHIV with SHI cards. Based on guidance from both the VSS and the Ministry of Health (MOH), the consultant will support provinces and health facilities in need in executing activities on drug management, reallocation, and reimbursement.
Objective
To ensure relevant VSS guidance is developed for proper implementation by provinces and health facilities on SHI-covered ARV drugs management, reallocation, and reimbursement.
