Title: Experts on Best Available Techniques in Textile/Steel/Chemicals
Time frame: 05/2021-07/2021
Requirement: Experts on Best Available Techniques in the following sectors: Textile, Steel, Chemicals (Vietnamese national)
Location: Hanoi and other provinces (if necessary and if situation allows)
1. CONTEXT
The Hanns Seidel Foundation is a political foundation with its headquarters in Munich (Germany). “In the service of democracy, peace and development” – this motto is present in the work and mission of the Hanns Seidel Foundation. This motto applies both to its activities in Germany and abroad. Since 1995, HSF has supported the integration of Vietnam into the global political spectrum and the ASEAN-Community. Since the establishment of a representative office in 2011, HSF has focused its work in Vietnam on social and environmental policies for sustainable development.
In 2020, HSF and the Department of Legal Affairs, Ministry of Natural Resources and Environment (MoNRE) of the Socialist Republic of Vietnam jointly conduct research and consultative workshops on the BAT provisions in the (revised) Law on Environmental Protection 2020.
As the Law on Environmental Protection 2020 has been officially adopted, HSF and the Department of Legal Affairs (MoNRE) will continue to work on the BAT provisions in the decree of LEP 2020 as well as on the circular on guiding the implementation of BAT. Both parties have agreed to focus for the first phase on three sectors including (i) textile, (ii) steel and (iii) chemical industry. To provide inputs for the BAT in these three sectors, the Department of Legal Affairs, MoNRE and HSF have agreed to jointly identify BAT experts in textile/steel/chemical industry.
2. OBJECTIVE(S)
Through this ToR, up to TWO Experts per sector (Textile, Steel and Chemicals) on Best Available Techniques are to be identified.
The Senior Expert will work closely with both HSF, the Department of Legal Affairs (MoNRE) and the BAT Lead Expert to ensure the delivery of relevant technical inputs to the guiding circular on the implementation of BAT in Vietnam.
3. SPECIFIC TASKS
Each Expert/group of sectoral experts will be responsible to identify and propose potential Best-Available-Techniques for the respective sector including (i) textile, (ii) steel and (iii) chemical industry. His/her tasks include, with respective deliverables, the following:
