CONSULTANTCY FOR LITERATURE REVIEW ON

AT/AD SUPPORT POLICIES

Overview

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is an America non-profit organization based in Washington, DC. IC-VVAF established a representative office in Hanoi in 1994, and has been active in humanitarian assistance programs and development assistance continuously since that time. IC-VVAF has also addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, mine action, and mental health programs.

The Moving Without Limits Project

Under the financial support of United States Agency for International Development (USAID), IC is implementing the Disability Support Project named “Moving without Limits” in the three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from July 2015 until September 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices.

Three specific objectives of the project include:

1. Improved availability of quality assistive technologies/ devices (AT/AD) for people with mobility impairments in Thua Thien Hue, Quang Nam and Binh Dinh provinces;
2. Improved capacity related to AT/AD for the health sector workforce at national and sub-national levels; and
3. Improved advocacy for policies/regulations and information sharing related to AT/AD.

Context of Assignment

IC continues its efforts to advocate AT/ADs inclusion into the future revised health insurance law via cooperation and partnership with MOH, MOLISA and Vietnam Social Security (VSS). The project aims to support stakeholders with evidence, expert opinion, and consultations which cover proposed AT/AD services for informed decision of policy makers.

Purpose of the Assignment

IC is seeking for the consultancy service to conduct a literature review on National and International best practices and policies supporting the AT/AD services for people with mobility disabilities and/or general disability population. The findings of the review will focus on empirical evidence of social-economic impact when PWDs use AT and APs and a health insurance mechanism for ADs in Vietnam and developed and developing countries, especially those countries with similar economic conditions to Vietnam.

2. OVERALL RESPONSIBILITIES

To conduct a desk review on national and international literature related to AT/AD and for people with mobility disabilities and/ or general disability population. The review will focus on:

• Policies and programs for AT/APs services, including financial aid/health insurance schemes and/or payment mechanism of health insurance for AT/APs in Vietnam and both developed and developing countries, especially those countries with similar economic conditions to Vietnam.
• Social – economic impact for investing in AT/ APs with empirical evidence, which may include the translation of improved health outcomes and quality of life, social inclusion via accessible education and employment outcomes, and reduction in the health and social care costs associated with impaired functioning or a stronger labour supply and industry development, etc.

3. SCOPE OF WORK

The consultant(s) would be expected to carry out the following activities

• Identify an inventory list of related national and international literature
• Draft and finalize the two national and international literature review reports.

4. SUPERVISION AND PERFORMATION EVALUATION

The consultant will work under the direct supervision and evaluation of the Project Officer with support from other project staff.

5. SPECIFIC REQUIREMENT

Qualifications and Experience Required:

• Post Graduate Degree in social science, public health or relevant areas.
• At least 5 years of experience in  of rehabilitation, AT/AD service delivery and/ or health insurance financing mechanism
• Experience in evidence – informed policy advocacy is an asset.

Language requirements:

• Excellent Vietnamese writing skills
• Fluent in English

• Having a vision, dedication and ability to learn, high sense of responsibility.
