Hiring a group of 2 interpreters for the Project End-line Reflective Workshop
1. Background
Save the Children (SC) has been implementing programs in Vietnam since 1990 in order to help children in their lives through our key thematic areas namely Child Protection, Child Poverty, Education, Health and Nutrition, Child Rights Governance (CRG), Disaster Risk Reduction and Emergency Response. SC is currently supporting children in 22 provinces throughout of Vietnam through partnership with government agencies, Civil Society Organizations, private sector, academic and research institutes.
Save the Children (SC) has been implementing a five-year project named “Strengthening Capacity of Civil Society Organizations (CSO) in Child Right Governance – Phase 2” (here by called SIDA CSO in short) from 01/01/2017 to 31/12/2021. The project is funded by the Swedish International Development Cooperation Agency (SIDA) through Save the Children Sweden. The overall objective of the project is a society where CSOs have developed their skills and State actors have systematic dialogues with CSOs in order to take actions towards gaps identified in the CRC concluding observations. The project has two Outcomes: (1) State actors recognize the importance of the involvement of CSOs in fulfilling children’s rights; and (2) Government support and promote initiatives toward a total ban of physical and humiliation punishment (PHP). Target population of the project are deprived children, including children and youth who are most at risks of abuse, victims of gender-based violence/bullying and Physical and Humiliation Punishments (PHP); Lesbian, Gay, Bi-sexual and Transgender (LGBT) and CSOs/Community- based Organizations (CBOs)/Local Non-Government Organizations (LNGOs) that identified as strategic partners. Project sites are Hanoi, Ho Chi Minh and nearby provinces, Hue, Da Nang, Quang Binh, Quang Tri, and Quang Nam provinces.
Through capacity building of civil society, Save the Children (SC) and partners have nurtured relationships and provide opportunities for CSOs and State actors to interact regarding the implementation of the Convention on the Rights of the Child (CRC) in Vietnam. SC and partners have facilitated, mentored and provided platforms for networks at local, provincial and national levels to develop further. These networks of CSOs from various contexts, representing marginalised groups, are expected to become capable of monitoring children´s rights and be recognised as a relevant and credible discussion partner to the government. Save the Children is planning to recruit a group of two interpreters to provide simultaneous translation from English to Vietnamese and vice versa for the project’s end-line reflective workshop which will be organized in Hanoi.
2. Objective of the Consultancy:
The objective of this consultancy is to provide simultaneous translation from English to Vietnamese and vice versa for the project’s end-line reflective workshop. The mission will be conducted offline or online depending on the situation of COVID-19 and the according social distance regulation of the government. If an online workshop is organized, it will be conducted via zoom, Microsoft Teams, or other applicable applications.
3. Consultant’s responsibilities:
The selected consultants will provide interpretation (English - Vietnamese and Vietnamese – English), including presentation, plenary discussion and question & answer in the workshop;
The selected consultants will work together with their own arrangement of task division providing that the required service is delivered smoothly with quality.
4. Expected deliverable:
Complete the translation/interpretation with high quality in the workshop.

The workshop is scheduled for 02 full days during 26-27 October 2021.

Annex 1: Project Summary
1.1 Project name: “Strengthening the capacity of civil society organizations on Child Rights Governance”
To strengthen the capacity of CSOs and connect them with other stakeholders in protecting and promoting the implementation of Child Rights with equality, non-discrimination and child participation, the project “Strengthening the capacity of civil society organizations on Child Rights Governance” has been implementing since 2017 and will end in December 2021.
1.2 Project Objective: CSOs have space for systematic dialogue with Government for fulfilling the gaps identified in the CRC concluding observations
