BACKGROUND

The “Child Protection System Effectiveness in Cao Bang” project (VN03-035) has been implemented since December 2018 and is expected to end in November 30, 2021. It covers 13 communes in two districts of Quang Hoa (Doai Khon, Tu Do, Ngoc Dong, Hanh Phuc, Hong Quang, Doc Lap, Cao Chuong, Quoc Toan) and Trung Khanh (Xuan Noi, Luu Ngoc, Quang Han, Quang Vinh, Hong Dinh), Cao Bang province.

The total budget for this project is AUD 544,731 and is funded by ChildFund Australia and ChildFund New Zealand. The participants in this project include 3,119 students, 780 parents, 60 teachers (including 26 child protection focal points at 26 schools) and 40 child protection workers.

The project has the goal and objectives as follows:

Project Goal: “To strengthen the formal and community-based child protection services system effectiveness and improve children’s and the youth’s resilience in Quang Hoa and Trung Khanh Districts, Cao Bang Province.”

SERVICE OBJECTIVES

The Consultant will undertake an end of project evaluation (EoP) of the project in November and December 2021.

Objective: Evaluate the results of the “Child Protection System Effectiveness in Cao Bang” project (VN03-035) and recommend improvements for design and implementation of Phase 2child protection project in the local area of Quang Hoa District.

HOW TO APPLY

• Technical review methodology;
• Chart allocation of days (note details above under ‘Timeframe’);
• Proposed total budget including daily rate (including PIT) for consultants. The total consultant fee for this evaluation does not exceed the amount of VND 105 millions.

And attach the following documents:

• CV of consultant/group of consultants
• Contact details of at least two referees;
• Two samples of previous evaluation reports that are relevant to this consultancy;
• List of similar consultancy work.
