Position Name: WVV Deputy Project Director – Against Child Exploitation (ACE) Project
Unit/Project: Operations
Reports To: National Director and Philippines ACE Project Director
Working Time: 5 days/week
WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY21) with funding from 12 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.
The strategic focuses of WVV include: children protection from all forms of abuse, exploitation, violence and injury; reduction of malnutrition rate of children under 5 through integrated approach; sustainable livelihood for poor households to support sustainable well-being of children.
Currently, WVV is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
The Against Child Exploitation project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. World Vision is implementing the project in the Philippines and proposing Vietnam to be the second country in this project. The project is planned to be implemented in 7 target districts of 3 target provinces (1. Dien Bien – North zone; 2. Da Nang City and 3. Quang Nam Province - Central zone of Vietnam) toward the expected outcomes as follows:
- Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work
- Outcome 2: Improved assistance services for victims of WFCL and / or OSEC
- Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.
WVV is looking for a Deputy Project Director for managing this grant project to provide leadership and oversee project implementation and take over leadership and oversight of the project in Vietnam and regional aspects when the project component in the Philippines finishes in 2023. The Deputy Project Director is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting. The Deputy Project Director has responsibility for overall project operations in Vietnam. S/he would represent the grant to donors and other stakeholders. The Deputy Project Director is charged with leading a professional team in the accomplishment of the project objective. S/he must have a broad vision linked with a clear understanding of how to get things done amid the constraints of the country context and in the COVID-19 situation. The Deputy Project Director shall have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in Vietnam. The Deputy Project Director ensures that grant operations are in full compliance with USDOL regulations and aligned with NO operations.
PURPOSE OF POSITION:
The proposed Deputy Project Director will be responsible for provision of expert advice, analysis and technical leadership on policies and operational strategies to to strengthen the capacity of Vietnam’s government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. The Deputy Project Director shall have depth and breadth of technical expertise and experience in child protection, child labor, OSEC, systems strengthening, capacity building, and delivery of services at both government and community levels, as demonstrated by the major responsibilities below, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description. S/he has principal responsibility for representation for the projects to USDOL and local Government entities. Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community-based organizations is essential. Coaching, advising, and enforcement are essential functions of this position.
This position will become Project Director after the ACE Project in Philippines closes in September 2023.
ROLE DIMENSION/DESCRIPTION:
1. Leadership & Management
- Direct and oversee World Vision's work in the assigned project, ensuring that all project goals are met.
- Organize and direct the work of grant staff and short-term consultants:
- Provide supervision, training and performance management
- Provide leadership and oversight of quality improvement and quality assurance activities implemented by the program
- Provide supervision, training and evaluate performance of staff
- Develop and update workforce planning
- Develop Job Descriptions for staff under the support of People and Culture department:
- Demonstrate strong staff management practices, consistent with WV policies, donor requirements and local laws
- Ensure proper technical capacity of staff is available
- Serve as a resource for disseminating knowledge and skills to WVV, other WV entities and agencies.
- Seamless integration of ACE project activities into existing WVV APs where applicable.
2. Co-ordination and Relationship
- Liaise with Ministry officials; coordinate and collaborate with top-management officials of Ministry of Labor, Invalids, and Social Affairs, and/or Ministry of Information and Communication, other line ministries, provincial governments, and other agencies related to the project.
- Liaise with host government officials, local communities, farmers, and other organizations as appropriate.
- Represent WVV in external meetings and act as the contact person with relevant government officials.
- Effective links with the wider target community is built in order to raise awareness of WVV’s philosophy and approach to development in general and to ACE measures in particular and foster the ownership and participation of the community in ACE activities.
- Coordination is fostered and duplication of effort is avoided in the ACE target areas by interacting with other NGO’s, United Nations agencies, and Government/Mass Organizations.
3. Monitoring and Evaluation
- Ensure timely and accurate reports that meet donor requirements;
- Monitoring Tools for each ACE output and outcome are developed;
- Semi-annual narrative progress reports are timely prepared for submission to SO/donor;
- A mid-term project review and an end-of-project evaluation are planned and implemented;
- Lead the team to document best practices of the programme and share to others.
4. Finance and Administration
- Manage grant budget within approved spending levels and ensure accurate and timely financial reports to SO and donor
- Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean audits
- Financial reports are monitored and used as management tools for evaluating Project progress.
- Oversee supply and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.
Knowledge, Skills, Abilities:
1. Education
- A Master's degree in related field or equivalent experience in grant management in developing countries.
2. Knowledge & Skills
- Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals.
- Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to support the various political entities in Vietnam.
- Familiarity with USDOL/US Government programs, their history and their development; mastery of USDOL/US Government regulations governing such programs.
- Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country.
- Excellent managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Vietnam or the region.
- Excellent representational and communication skills, written and oral proficiency in English and Vietnamese.
- Demonstrated ability to deliver results and meet all donor deliverables.
- Proven ability to work collaboratively across technical disciplines.
- Professional licenses, as required in the field and by the donor.
- Understanding of the humanitarian industry.
- Excellent computer and organizational skills.
3. Experience
- 6+ years of extensive international development experience managing large grants, working with local governments, civil societies and communities.
- Experience in managing and supervising staff, with strong liaison and interpersonal and communication skills.
- Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
- Experience integrating gender and youth into complex programming (inclusive programming).
- Experience in managing inter-agency consortiums is preferred.
- Experience in managing large teams.
- Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.
- Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
