Position Name: WVV Deputy Project Director – Against Child Exploitation (ACE) Project
Unit/Project: Operations
Reports To: National Director and Philippines ACE Project Director
Working Time: 5 days/week
WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY21) with funding from 12 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.
The strategic focuses of WVV include: children protection from all forms of abuse, exploitation, violence and injury; reduction of malnutrition rate of children under 5 through integrated approach; sustainable livelihood for poor households to support sustainable well-being of children.
Currently, WVV is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
The Against Child Exploitation project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. World Vision is implementing the project in the Philippines and proposing Vietnam to be the second country in this project. The project is planned to be implemented in 7 target districts of 3 target provinces (1. Dien Bien – North zone; 2. Da Nang City and 3. Quang Nam Province - Central zone of Vietnam) toward the expected outcomes as follows:
WVV is looking for a Deputy Project Director for managing this grant project to provide leadership and oversee project implementation and take over leadership and oversight of the project in Vietnam and regional aspects when the project component in the Philippines finishes in 2023. The Deputy Project Director is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting. The Deputy Project Director has responsibility for overall project operations in Vietnam. S/he would represent the grant to donors and other stakeholders. The Deputy Project Director is charged with leading a professional team in the accomplishment of the project objective. S/he must have a broad vision linked with a clear understanding of how to get things done amid the constraints of the country context and in the COVID-19 situation. The Deputy Project Director shall have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in Vietnam. The Deputy Project Director ensures that grant operations are in full compliance with USDOL regulations and aligned with NO operations.
PURPOSE OF POSITION:
The proposed Deputy Project Director will be responsible for provision of expert advice, analysis and technical leadership on policies and operational strategies to to strengthen the capacity of Vietnam’s government to address the worst forms of child labor (WFCL) including online sexual exploitation of children (OSEC), and violations of acceptable conditions of work. The Deputy Project Director shall have depth and breadth of technical expertise and experience in child protection, child labor, OSEC, systems strengthening, capacity building, and delivery of services at both government and community levels, as demonstrated by the major responsibilities below, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description. S/he has principal responsibility for representation for the projects to USDOL and local Government entities. Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community-based organizations is essential. Coaching, advising, and enforcement are essential functions of this position.
This position will become Project Director after the ACE Project in Philippines closes in September 2023.
