World Vision International in Vietnam (WVIV) is looking for the Consultant to fill the following vacancy:
Consultant for Baseline Survey of the Hope in Class Project
1. Project background
Building “Hope in Class” to end violence against children at school is a grant project funded by World Vision Switzeland in 2.5 years from May 2021 to September 2023. This project is conceived and developed based on the successful implementation of the original project “Hope in Class” in Thanh Hoa Province and Hai Phong City under the sponsorship of Korean Orion Group and Orion Food Vina Company.
Project Goal: create a safe, loving and cooperative education environment to end violence against children at school.
The project is implemented in 4 area programs in Hoa Binh province, including: Yen Thuy, Lac Son, Mai Chau, and Da Bac. The project is expected to support for 16 secondary schools in 16 project communes and replicate to 6 non AP-communes with an estimated of 10,000 children as beneficiaries. In addition to the activities implemented at secondary schools, the project also designs activities organized in the community to strengthen skills of parents, increase the connection opportunities between parents and children, thereby building safe, loving environment between children and families.
2. Baseline Objectives
Overall objective: Baseline survey is to measure the status of key project indicators at the goal, outcome and output levels. Define the key project metrics is critical to measuring progress and effectiveness throughout the project.
3. Methodology and tools
The consultant team will be responsible for describing the overall baseline design, data sources to be used, and methodology and data collection tools that are best suited to the assignment objectives and local context.
4. Scope
The baseline survey will focus on the 4 districts: Yen Thuy, Lac Son, Mai Chau and Da Bac that are targeted under this project. Mobile devices could be used for data collection.
Each district will be arranged data collectors joining in the survey under the guidance, supervision from consultancy team.
The estimated number of data collectors in each district is about 20 people. It takes about 2 days for field work on quantitative data collection and 1 day for field work on qualitative survey.
We estimate that it will take approximately 31 days to complete the assignment but welcome alternative competitive estimates if they can be justified by the methodology and work plan presented in the project proposal.
