Title: Talent Acquisition (Headhunting) Consultant
Program: USAID Linkages for Small and Medium Enterprises (LinkSME) Project
Location: Hanoi, Vietnam
1. Background
The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide a more favorable environment for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains. A substantial portion of LinkSME’s support is through national consultants engaged to provide research and analysis on various emerging policy, legal, business, and economic questions involving the business enabling environment and support for SMEs. These consultancies last for 3-9 months on average with the consultant usually providing assistance on a part-time basis. The terms typically call for the consultant providing various deliverables (reports, trainings, focused advice) in exchange for payments
upon acceptance. A typical consultancy fee for all deliverables could range from 7,000-18,000 USD depending on the amount of expected work, the complexity of the topic, and the typical market prices for the required services.
In recent months, USAID LinkSME has been exploring ways to broaden the range of consultants which it might possibly engage, especially those who might be able to provide new perspectives to the counterparts it is assisting. It currently posts advertisements in social media and notices on job boards such as VUFO-NGO Resource Centre, Vietnamworks.com, the USAID Facebook page, etc.
To expand its possibilities, USAID LinkSME is seeking one or more individuals (national or international) with deep networks among experts in economics, business, law, policy, and related areas to support the recruitment of expert consultants to participate in the work of the Project.
2. Duties and responsibilities
When the project publishes a Scope of Work, the Talent Acquisition (Headhunting) Consultant shall be notified, provided an updated list of experts those have been being in a relationship with the project. The Talent Acquisition (Headhunting) Consultant will be compensated if they connect the project with a consultant outside of the project consultant network who project hires. Based on the provided Scope of Work, the Talent Acquisition (Headhunting) Consultant shall be in charge of:
