I. Background:
Wildlife crime is a complex, global problem that needs to be addressed through various strategies. To move, hide and launder illicit money generated from illegal wildlife trade (IWT), transnational organized crimes exploit weaknesses in the financial and non-financial sectors, enabling further wildlife crimes and damaging financial integrity (FATF, 2020). Financial investigation is an important step/part in identifying revenues, property sources, money flows and uses; however, it has not been applied in investigating illegal wildlife trade flows and jurisdictions rarely investigate the financial trail left by this crime (UNODC & APG, 2017). As identified by the Financial Actions Task Force (FATF, 2020), NGOs can contribute to effective customer due diligence (CDD) and risk monitoring of the financial sector by routinely submitting open-source data on wildlife crime offenders to financial institutions. So that, the financial institutions can use this information to improve their Know Your Customer (KYC) databases and screen against their customer profiles.
In particularly, WCS Viet Nam program believes that providing sufficient information that highlight areas of potential financial risks in wildlife supply chains, locations, and companies vulnerable to be exploited by wildlife traffickers to relevant Financial Intelligence Unit (FIU), concerned banks, and other financial service providers will contribute to their early detection of money laundering risks, as well as improve their analytical capacity in receiving and reporting the suspicious transaction reports (STR).
Therefore, we are seeking consultant service to support us to realize the mentioned goal.

Description of work:
The consultant will closely work with WCS Viet Nam’s Program Manager and his designated staff members to execute the following, but not limited to, activities, deliverables and timelines:
