Background:

ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia 1999, ICEM has its regional headquarters in Hanoi and is staffed by international and national technical and administrative personnel.

ICEM works in Asia and the Pacific - especially in the Mekong countries and focuses on climate change, water resources management, disaster risk management, energy efficiency and renewable, environmental assessment, environmental economics, and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools.

ICEM is now seeking (1) a Vietnamese national for the position of Project Coordinator and (2) an international specialist for the Environmental Quality and Ecosystems Specialist - based in Hanoi, Vietnam, on a two-year renewable contract.

1) Project Coordinator (Vietnamese national)

Job Title: Project Coordinator
Report to: ICEM Operations Director

The Project Coordinator will provide support in the technical and administrative management for projects and program development of ICEM, working closely with respective Technical Project Manager and reporting to the ICEM Operations Director. ICEM is an international organization working in many countries. This post will deal with international projects and teams so excellence in oral and written English is essential. The extent to which the Project Coordinator becomes involved
in technical aspect will depend the successful applicant’s experience and expertise.

Key responsibilities:

Working closely with Technical Project Managers, the Project Coordinator is responsible for but not limited to:

  • Coordinating project activities;
  • Preparing draft contracts and contract management for individual consultants or sub-contracts with partners;
  • Assisting in delivery of project progress reports and monthly statement of consultant input;
  • Preparing budget plans/revisions, monitoring and reporting;
  • Management, administration and logistical support for project consultants;
  • Client relationship and management activities;
  • Collecting and consolidating monthly timesheets and expense claims from consultants and partners;
  • Potential involvement in technical aspects of projects and reporting depending on qualifications; and
  • Facilitating all operational and logistical aspects of ICEM projects including the organization and implementation of field missions, workshops, seminars and training events.

Skills specification:

  • University degree (preferable at Master’s level) in environment related fields, economic or business;
  • A minimum of 5 years of professional experience in project management and implementation in related field;
  • Excellent spoken and written English;
  • Excellent computer skills – Microsoft Word, Excel and Power Point.
  • Effective facilitation, communication and interpersonal skills;
  • Ability to travel to project sites within Vietnam and in the Mekong countries;
  • Ability to work independently and/or in small teams and be flexible;
  • Secretarial skills;
  • Planning and organizational skills; and
  • Demonstrated passion and commitment to ecological sustainability and associated development work.

2) Environmental Quality and Ecosystems Specialist (International)

The Specialist will have the following responsibilities:

  • Technical input to ICEM projects: implement project activities, trainings and workshops depending on the staff’s technical qualifications and experience, technical backstopping to project teams, delivery of presentations, conducting pioneering research, and developing and championing new approaches and methodologies.
  • Project management: project team management, coordination, relationship building with Government, donors and partners, work planning, mission and workshop organization, operational facilitation and backstopping, and ensuring reporting is carried out to schedule and to the highest technical quality.
  • Building ICEM’s program: writing expressions of interests, proposals and concept notes to expand ICEM’s portfolio of projects.
  • Contributing to ICEM communications: preparing ICEM publications, discussion papers and other knowledge management products linked to ICEM’s mandate and projects.

Applicants should have a Master’s degree or doctorate and at least five years relevant working experience in environmental quality management, natural resources management, landscape restoration, ecosystem services, ecological sustainability or related fields, with development projects in the region, with donor organizations, host governments and municipalities, with project management and in preparing proposals and technical reports. Experience in the Mekong region and experience working with ADB and the World Bank would be an advantage.

Applicants should be fluent in oral and written English with proven writing and presentation skills and advanced computer software skills working with MS office. The position is Hanoi-based but may require an initial period of remote working depending on COVID restrictions.
