PROVISION OF LOCAL CONSULTANCY SERVICE FOR THE STUDY
“TECHNICAL GUIDANCE FOR ENERGY EFFICIENCY IN TEXTILE & GARMENT SECTOR IN VIETNAM
(COMPONENT 3)”

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in three priority areas: (1) Vocational training, (2) Environmental policy and sustainable use of natural resources, and (3) Energy. The project “Promoting sustainability in the textile and garment industry in Asia” (FABRIC) of GIZ is looking for a national consulting consortium (including 02 senior experts and at least 04 team members) to develop the study “Technical Guidance for Energy Efficiency in Textile & Garment sector in Vietnam”.

In this context, the GIZ Office Hanoi is conducting a public tender to seek a qualified national consulting consortium (here after called as the NC) to carry related tasks as below:

1. Tentative timeframe of the assignment: from 15.03.2022 to 31.10.2022
2. Place of assignment: Mainly in Ha Noi, Ho Chi Minh city and other provinces
3. NC’s working days: up to 150 working days
4. Requirements: The selected NC will be contracted to develop the study “Technical Guidance for Energy Efficiency in Textile & Garment sector in Vietnam”. They are expected to have extensive expertise, preferably at least 8-years of experience in the field of energy efficiency (EE) consulting, energy auditing in Textile & Garment sector (at least 30 EE-related projects on Textile & Garment sector) as well as a large network with Textile & Garment factories (with at least 40 Textile & Garment factories in the client database). One expert in the team will be the team leader and responsible for overall coordination and consolidated reporting.

Interested NCs should send EOI documents containing:

1. Letter of interest (with director’s signature and company stamp).
2. NC profile (incl. Business license (for firm) or Decision of establishment (for association), tax code registration, organisational chart, summary of experience in energy eficiency for textile and garment sector.
3. Audited financial report of the last 3 years.
4. Consortium contract and nomination of consortium leader.

The EoI documents in English and Vietnamese with company stamp and signature of the Director or the authorised person must be submited latest by 17:00 (Hanoi time) on 25.01.2022 to the email [email protected] with tender code 83400826-FABRIC on the email subject.
