World Vision International Vietnam (WVV) is looking for the Consultant to fill the following vacancy:
Consultant for Dien Bien Ethnic Minorities Resilient to Disasters Project Evaluation

BACKGROUND:
The project’s overall objective is to increase Dien Bien Ethnic Minorities Resilient to Disasters through promoting the application of climate-smart solutions in water and livelihoods and community-based disaster risk management (CBDRM) in Dien Bien Dong and Tua Chua Districts of Dien Bien Province.
Furthermore, the project aims at linking its success and expanding its impacts to other districts of Dien Bien Province, and particularly the three Area Programs (Muong Cha, Tuan Giao & Muong Ang) through supports for building and strengthening CBDRM capacity and inter - agency coordination for staff of the Committee for Disaster Prevention and relevant provincial agencies and World Vision Vietnam (WVV) staff from the concerned Area Programs (APs).
The project is funded by ADH via World Vision Germany (WVG) Assistance requirements in Tua Chua and Dien Bien Dong Districts, Dien Bien Province, Vietnam with approved budget of USD 390,000.
EVALUATION OBJECTIVES:
The primary objectives of the evaluation will be to measure the impacts of the project as well as the lessons learnt for future improvement and replication.
The secondary objectives of the evaluation will be focused on OECD-DAC Criteria such as relevance, impact, efficiency, effectiveness, sustainability, coordination and cooperation of the project.
EVALUATION LOCATION:
Evaluation will be conducted in project communes in Tua Chua and Dien Bien Dong Districts, Tua Chua & Dien Bien Dong APs and provincial level as well.
EXPECTED RESULTS:
The expected outputs of this final evaluation is an evaluation report that is inclusive of stakeholders’ views. The contents of the report should include at least but not be limited to the following:
TIMEFRAME:
Tentative timetable of Final Evaluation for External Consultant (excluding travel time): 25 days.
Tentative Evaluation Schedule in project sites is from 2nd Apr – 22nd Apr 2022 including travel time.
