1. Description of project

1.1. Background

Led by the International Federation of Red Cross and Red Crescent Societies (IFRC), in collaboration with the American Red Cross (AmCross), the Greening Red Cross and Red Crescent Disaster Risk Reduction: Saving lives through working with Nature Project is a 36-month, global project. The project is funded by the United States Agency for International Development’s Bureau of Humanitarian Assistance (USAID/BHA) and aims to increase the resilience of communities facing natural hazards in diverse settings, including urban, rural, or island contexts, through applying evidence-based Nature-based Solutions (NbS) in collaboration with expert partners and local stakeholders. Over three years of implementation period, the project will achieve the following objectives:

  • Objective 1: To enable communities and National Societies to design and implement DRR projects incorporating nature-based solutions in diverse settings.
  • Objective 2: To develop new and revise existing ecosystem-based disaster risk reduction (eco-DRR) and Green Response /Recovery tools and guidelines based on the real time learning from the project implementation.
  • Objective 3: To promote Nature-based Solutions and disseminate lessons learned within and beyond the Red Cross Red Crescent network aimed at improving stakeholder capacity at the community, national, regional, and global levels.

While Objective 2 and Objective 3 are at global level, Objective 1 will be implemented in three communities within each of the three participating countries, including Jamaica, Philippines, and Vietnam.

1.2. Scope and reach of project

In Vietnam, the project will be implemented by Vietnam Red Cross Society (VNRC) in Thanh Hoa Province, to pilot NbS tools and approaches in three communities. Those communities are selected based on their vulnerabilities and capacities of both DRM and
ecosystems.

1.3. Project management

The project is implemented by Vietnam Red Cross HQ and Thanh Hoa Red Cross branch, with oversight management from American Red Cross – Vietnam Delegation with technical support from American Red Cross and IFRC at regional levels.

2. Consultancy Overview

2.1. Background

The Government of Vietnam has been expressed the ambition to roll-out the CBDRM program in all communities across the country through the Decision 553/2021 (replaced the Decision 1002/2009). The CBDRM Program includes 6 steps:

  • Step 1: Orientation and induction of provincial, district and commune level stakeholders to a community-based disaster risk management approach
  • Step 2: Local level planning and preparation for implementation of community-based disaster risk management
  • Step 3: Community based disaster risk assessment and identification of disaster risk reduction actions
  • Step 4: Community based disaster risk management planning
  • Step 5: Implementation of the community DRM plan
  • Step 6: Participatory monitoring and evaluation

Together with the Decision, the Ministry of Agriculture and Rural Development also approved the two guidelines on the CBDRM and CBDRA. The CBDRA guidelines introduces a set of participatory tools to assess vulnerability and capacity of communities to identify disaster risks and inform DRR solutions to reduce those risks.

The American Red Cross, under the project, will pilot to put an eco-lens into the current CBDRA toolkit and pilot nature-based solutions. Therefore, we are interested in seeking a practical approach at community level to integrate ecological aspects into the current CBDRA tools.

2.2. Objectives

The objectives of this consultancy are to:

  • Review the existing resources and documents in DRR and nature-based solutions (including but not limited to MARD’s CBDRM Guidelines, IFRC Nature Navigators...),
  • To develop guidance on how to integrate nature-based solutions into MARD approved CBDRA toolkits,
  • To ensure that the solutions at the commune level take into consideration relevant ecosystems.
  • This will include development of practical approach to integrate NbS into CBDRA and a training for Vietnam Red Cross on the updated CBDRA toolkit and nature based solutions

2.3. Methodology

The consultant is expected to use the following methodology:

  • Secondary Data Review – Conduct desk review/literature research of the existing relevant technical documents including but not limited to: MARD’s CBDRA guidelines, IFRC Enhanced VCA, IFRC Roadmap to Community Resilience, and IFRC Nature Navigator.
  • Primary Data consultation – Conduct a participatory consultation workshop to collect information from VNRC key CBDRA facilitators and provide training on NbS to VNRC facilitators

2.4. Main audience

Main audience of the consultancy include IFRC, AmCross Vietnam Delegation and Regional Office, Vietnam Red Cross and provincial branches

3. Expected activities and deliverables

3.1. Expected activities and timeframe

The Consultant is expected to conduct the following tasks:

  • Review relevant materials of the nature-based solutions and CBDRA
  • Develop a practical and easy-to-use Guideline to integrate NbS into CBDRA tools, including the improvement of existing participatory tools and development of additional tools if necessary
  • Design and facilitate a participatory consultation workshop with VNRC key facilitators to finalize the Guidelines
  • Design and facilitate a training on NbS and Guidelines on integration of NbS into CBDRA tools

3.3. Consultant’s qualification

  • Demonstrated knowledge and working experience on Disaster Risk Reduction, climate change, natural resource management and nature-based solutions
  • Demonstrated experience on development of technical guidance and technical toolkits.
  • Demonstrated experience on designing and facilitating trainings and workshops
  • Excellent written, verbal, organizational, analytical and interpersonal skills.
  • Proven ability in conducting and producing high quality studies.
