As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. With the ‘Macroeconomic Reform/Green Growth Programme’, GIZ directly links these priority areas of activity with Viet Nam’s Green Growth Strategy in order to achieve lasting impacts in all sectors and facilitate Viet Nam’s progress towards a sustainable future. The Programme aims at two principal objectives: (i) The Government of Viet Nam implements measures and actions which are well-oriented to support the environmentally and socially responsible growth in the framework of Viet Nam’s Green Growth Strategy; and (ii) the macroeconomic stability is improved and capacity of government agencies is enhanced for better implementation of economic and social policies thereby contributing to the equitable and sustainable growth process in Viet Nam.

A co-financing by the European Union is foreseen from 2022 on.

The Cluster requires a qualified national staff for the position of:

Financial Controller “SED Cluster”
Duty Station: Hanoi, Vietnam
Duration: Starting ASAP for 3 years contract 

Main responsibilities:

• In charge of preparing the calculations for new and continuing commissions within the framework of the Cluster
• In charge of the annual budget planning and monitoring including the annual procurement and operating plans for the entire project cycle and for each year for all programs and projects/components of the Cluster
• Financial reporting on expenditures, costs, committed values according to KOMP and OnSiteReporting, if applicable and identify risks.
• Financial reporting to third party donors and counterparts.
• Advice to the cluster coordinator and other relevant operational personals on all questions related to financial management within the framework of GIZ’s quality-in line processes/criteria as well as long-term financial strategies.
• The controller will participate in the financial reporting to EU according to EU standards.

Minimum requirements

• University degree in finance, accounting, business administration or economic preferably in accounting and finance
• At least 5 years’ professional experience in a comparable position
• At least 3 years in an organization of international cooperation preferably in the area monitoring/planning budget and creating finance reports.
• Proven in-depth understanding of financial planning, budget management and finance reports
• Good communication and interpersonal skills
• Experience in working within international teams
• Excellent written and oral English language skills; good command of German would be an asset
• Very good working knowledge of ITC technologies and computer applications (e.g. MS Office, OnsiteReporting, SAP…)
• Dynamic, reliable, self-motivated, service-oriented, teamwork and able to work under pressure
