Background
FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research, and technology; creating a unique mix of capabilities to address today's interrelated development challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year, global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets, address the COVID-19 pandemic, and combat trafficking in persons.
EpiC has worked alongside the Ministry of Health and various provincial departments of health to identify 13 hospitals that will receive liquid oxygen systems in the coming months, with the potential for more facilities soon. To equip these sites for success, EpiC plans to develop a blended learning curriculum for hospital administrators, doctors, nurses, and hospital maintenance staff so they know how to use the system and related equipment, how to care for the equipment, how to build sustainability plans for the equipment, and related safety procedures.
Clinical and maintenance expertise will be provided by EpiC and its network of consultants and partners. The vendor is expected to have specific expertise in instructional design, online learning, content creation, and blended learning.
Technical Specifications
The qualified vendor will develop content that can be uploaded to EpiC Learn, a SaaS-based Learning Management System of the project. Technical content areas are outlined below but will be finalized in consultation with the selected vendor and partners.
EpiC expects these topics to be covered using current best practices for adult and online learning. Courses should integrate high-quality visuals, videos, quizzes, FAQs, interactive activities, and other strategies to reinforce learning. The length of each module and topics covered will be refined following the initial quote before final contracts are developed. Quotes should document assumptions and all recommended software programs to be used to develop e-learning modules should be included in the required documents listed below.

Interested vendors can express interest in one or multiple technical content areas. Any questions or requests for clarification can be submitted in writing to [email protected] with a copy to [email protected] by COB 5 April 2022 and will be answered as soon as possible. No telephone inquiries will be answered.

Evaluation Criteria:
Quotations will be evaluated and ranked by a committee according to the price quotation information provided and the adherence to technical specifications. EpiC may request additional clarification on technical specs for shortlisted vendors. Short listed vendor needs to go through our IT clearance procedure before starting the contract.
