Consultancy Services to Produce a movie clip to feature women empowerment and gender equality

Duration: April-May 2022

1. Background

Better Work is an innovative partnership program between the International Labour Organizations and the International Finance Corporation. It aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level programs. The focus is in on scalable and sustainable solutions which build cooperation between government, employers and workers’ organizations, and international brands.

In Vietnam, Better Work covers the garment and footwear industries. The programme follows an integrated approach which includes assessment, advisory, and training services at factory level, with industry seminars to promote cross-industry sharing and learning culture. We work with different stakeholders such as MOLISA, VGCL, VCCI, international and local brands, vendors, factories and trade associations, and other relevant organizations that work with the apparel and footwear sectors.

In the garment and textile industry, although women represent around 80 per cent of the workforce in the garment sector worldwide, they are concentrated in the lowest-paying, lowest-skilled occupations. Gender-based discrimination during recruitment processes and sexual harassment in the workplace remain widespread. In the past 12 years working in Vietnam, Better Work has provided continued support to the factories and workers participating in the programme through a numerous activities and initiatives with the aim to unite partners from the public and private sector to scale up what has proven to work to empower women, increase productivity and improve the lives of workers and their family members.

In terms of gender-related works, Better Work focus on some gender equality aspects as below:

• Preventing sexual harassment: tackling contractual discrimination (e.g. recruitment and occupational segregation); bridging the gender wage gap.
• Voice and representation: Representation of women workers in factories’ committees (including Better Work’s worker – management committees) and trade unions; voice in collective bargaining processes.
• Paid work and care:  Sexual and reproductive health and rights (including pregnancy related healthcare and nutrition); maternity protection; breastfeeding; childcare.
• Leadership and skill development: Career opportunities in factories (e.g. line supervisors and management positions); leadership positions in governments, trade unions, etc.

To visualize all gender-related support activities, Better Work  Vietnam seeks a professional consultant/company to make a video clip with Vietnamese voice-over and English subtitle. The expected video’s duration is at maximum 6 minutes. The main theme will focus on the message: “Empower female workers in garment, textile and footwear industry to speed up the recovery process post COVID-19”. The video will visualize our gender-related works, activities, Better Work documents with a close link to the global objectives of the programme. It will be widely used to introduce in programme activities and other public events.

2. Scope of work and expected timeline

• Week 1-2 April 2022: Recruitment and candidate selection
• Week 3 April 2022: Final selection, desk review and propose the video concept + transcript and related details.
• Week 3-4, April 2022: Filming at the factories (maximum 2 shooting days)
• Week 1, May 2022: Demo version for the approved concept, receive feedback and edit.
• Week 1-2, May 2022 (before 12 May 2022): Final video and handover all materials.

3. Consultant roles and responsibilities:

• Analysis of brief and relevant documents provided by Better Work
• Develop video concept and transcript, including but not limited: video style, detailed transcript, key graphics, detailed work plan and budget.
• Work with Better Work Vietnam team and BW Hanoi office’s Communications Officer to finalize video concept, transcript, demo and final video.
• Be responsible for producing the video with proper equipment, personnel, licensed software and other materials.

4. Deliverables:

• Video concept + bilingual transcript (Vietnamese + English)
• Demo version of the video clip based on approved concept + transcript
• Final products: 2 versions (clean version with Vietnamese voice-over; and English subtitle version) with all working files and relevant materials during the production.

5. Requirements

Experience:

• Having proven capacity and extensive experience in producing video with focus on gender-related video;
• Reference of gender-related products;
• Knowledge and understanding of the footwear and garment sector, and experience and knowledge of projects funded by UN Agencies is an advantage.

6. Submission of the Proposal

Interested applicants must submit the following document/information (in PDF format) to demonstrate their qualifications.

Technical component:

• A Letter of interest explaining why they are the most suitable for the work
• A Curriculum vitae with contact details of 03 clients for whom you have rendered preferably similar services
• Sample videography works (mandatory) (Gender-related or gender equality clips are preferable)

Financial proposal

• The financial proposal shall specify a total lump sum amount in VND including daily rate of consultancy fees. If quoted in other currency, prices shall be converted to VND at UN Exchange Rate at the submission deadline.
• Kindly note that transportation fee will be covered by Better Work Vietnam. DSA for consultant will be based on UN cost norms.
