BACKGROUND
Vietnam Urban Energy Security (the Project) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) electric vehicles (EV) and electric vehicle charging station (EVCS); 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.
In Vietnam Urban Energy Security’s Component 1: Strengthening Local Enabling Environment, our efforts will focus on working closely with DOIT and other GVN counterparts in Danang and HCMC to strengthen their ability to promote and encourage the adoption of renewable energy and energy efficiency measures locally. This will be done by providing ongoing guidance and advisory support for action plans, implementation strategies, and operational manuals; technical assistance to enhance compliance with national level strategies, policies, and regulations; and working with the private sector to promote DOIT and GVN priorities and support their adoption of renewable energy and energy efficiency measures.
Aiming to achieve energy efficiency and environment targets, Danang people committee issued Decision No. 4929/QD-UBND on December 16, 2020 on energy efficiency action plan (EEAP) in Danang city between 2020 and 2030. EEAP set a series of targets of which (i) the industrial sectors save at least 6.92% of total energy demands by 2025, and 10.15% by 2030; (ii) 70% industrial zones by 2025 in city are approached and applied energy efficiency solutions, and 90% industrial zones by 2030. The EEAP also requested DHPIZA to be focal point to promote energy efficiency to tenants.
Recognizing that the effectiveness of a EEAP depends not only on the issuance of a decision but also on contributions of industrial zones and its tenants, this SOW aims to help Danang enhance implementations of distributed clean energy and decarbonization solutions in industrial zones through deep technical and financial analysis, portfolio characterizations, and capacity buildings for tenants, and financial institutions on energy efficiency and decarbonizations.

The objective of this SOW is to strengthen the ability of Danang city to achieve EEAP targets of industrial sectors, especially industrial zones by encouraging tenants in industrial zones to deploy clean energy and decarbonization solutions through:
