#017 – Job Title: Special Service Agreement for Full time Project Assistant on prevention and management of Cardio-vascular diseases risks.
1. Background
Cardiovascular disease (CVD) is the number 1 killer in Viet Nam, responsible for 33% of total deaths in 2014 according to WHO estimation. Hypertension and diabetes are key important causes of CVD. According to the National survey on the risk factors of non-communicable diseases (STEPS) Viet Nam 2015, the prevalence of hypertension and diabetes among the population from 18 to 69 years old were 18.9% and 4.1% respectively. But up to 57% of hypertension and 68.9% of diabetes were not diagnosed by a doctor before. Only about a quarter of people with hypertension were currently taking medicine and only 28.9% of people with diabetes get treatment.
Excessive use of salt is also one important risk factor of CVDs. This unhealthy behaviour can cause hypertension and then CVDs. The STEPS 2015 estimated that average salt intake in grams per day in population was 9.4 gram/day, almost doubled WHO recommendation. Most of the salt in the diet comes from discretionary use (added salt-81%) instead of processed foods (11.6%) according to an earlier study by the National Institute of Nutrition in 2011. Apart from excessive use of salt, other unhealthy diet, smoking, alcohol abuse and physical inactivity also contribute to high burden of CVDs.
WHO has been providing strong support for Viet Nam in addressing the burden of NCDs including CVDs. In 2022-23 for CVDs, support from WHO will continue to focus on management of hypertension and diabetes at commune health stations applying public health approach in a number of provinces as well as communication and developing policies on salt intake reduction. This project is supported by the Resolve to Save Lives.
2. Objective
The Project Assistant will support the General Department of Preventive Medicine (GDPM) mainly in logistic issues to direct, supervise and support provinces in implementing hypertension and diabetes management at commune health station as well as communication campaign and developing policies on salt intake reduction. In addition, the Project Assistant will also support GDPM to coordinate with organizations and institutes working in the areas of NCD management and salt intake reduction in Viet Nam. The Project Assistant will be based in the NCD control Division, General Department of Preventive Medicine, Ministry of Health. He or she will work under the Director of GDPM and will report to the Team Coordinator of Disease Control and Health Emergency Team, WHO Viet Nam Country Office, with the following Terms of Reference:
