Project Officer
Background:
The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, research and healthcare quality in Vietnam. HAIVN has been working to improve the health system in Vietnam since 2003.
HAIVN has a project to strengthening primary healthcare in Viet Nam, starting with decentralizing hepatitis diagnosis, treatment and care services at the primary health care level for the general population. The 4-year project will be implemented at 04 selected districts in 02 provinces (2002-2026). In the first two years, the model will be designed and piloted in two districts of (a province to be selected) before it is scaled up in another province that will be selected at a later stage. HAIVN is currently seeking a committed, result-driven Project Officer to assist the implementation of the project where the model is jointly designed and piloted with the leadership of the province and project personnel. .
Job Location: This position will be based in Hanoi, Vietnam
Overall Responsibilities:
Under the guidance and supervision of the Project Manager, the Project Officer will be responsible for the planning and implementation of project activities. He/she will provide technical assistance to the project personnel and support the coordination between HAIVN and the project personnel working on the project and directly report to the Project Manager.
Specific Responsibilities:
The Project Officer will work on day-to-day project activities and undertake the specific functions and tasks as follows:
- Assist HAIVN leadership team, the project manager and technical advisers to provide technical support to the project personnel in the selected province in implementation of the pilot model, through:
- Coordination and facilitation of technical support and project activities
- Assistance with preparation of capacity building activities and training packages
- Participation in meetings, workshops, and training activities
- Translation and interpretation as needed
- Serve as the Point of Contact (POC) and liaison between the selected province leadership and project personnel and HAIVN, through
- Facilitating communication between the project personnel and HAIVN staff located in Hanoi and Boston
- Providing regular updates on project activities, the situation in the province impacting the project implementation to HAIVN leadership and technical staff
- Initiating regular meetings between HAIVN and the project personnel for the purpose of planning and implementing project activities
- Support HAIVN leadership and HMS advisors and coordinate in introducing and implementing the project concepts, approaches and tools
- Plan and coordinate implementation of project activities, through
- Development and tracking of project work-plans
- Assisting HAIVN M&E team with monitoring and evaluation of the project as required
- Identification of project bottlenecks and barriers and suggest potential solutions
- Ensuring timely, quality delivery of project related reports and deliverables
- Perform other tasks as required
Direct reporting:
Required Experience
- An advanced degreepreferably in Medicine or Public Health
- At least 07-10 years working experiences in a similar position
- At least five years of experiences working in public health projects
- Professional experience and skills in planning and implementation of public health projects
- Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with MOH and VSS highly desirable
- Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health units, other government agencies
Required Qualifications
- Proven planning, networking, and organizational skills
- Good personal communication skills to communicate and maintain contact with partners and team members
- Ability to multi-task and effectively prioritize between many competing tasks
- Good computer and information technology skills
- Fluent in oral and written English
