Activity No. 3.6 Support Activities to be implemented by USAID Trade Facilitation Program (Program) and the Project Management Unit (PMU) for awareness raising and capacity building for local customs officers

Project Background:
According to the situational assessment conducted by the Program during FY2020 the technical assistance needs of the six targeted provinces (Hanoi, Hai Phong, Quang Tri, Da Nang, Ho Chi Minh city and Dong Nai) relates mainly to areas of the Trade Facilitation Agreement (TFA) awareness raising, Special Inspection (SI), Risk Management (RM), Cross Border Management (CBM) and the utilization of the National Single Window (NSW). Specific technical assistance requests focused on the mentioned topics presented by the six local authorities and later endorsed by the PMU have been included in the Y3WP (from October 2020 to September 2021).
Activity Description:
As agreed with the PMU, the Program will cooperate with Import-Export Duties Department of General Department of Vietnam Customs (GDVC) to implement three 3-day Training Courses on Goods Classification and Customs Valuation for local customs officers in the 6 selected provinces. As the topic has been considered in the top priority of GDVC’s training strategy toward local customs, the training courses will cover many other provinces across the country. Therefore, the three training courses will be organized in the North, South and Central Region of Vietnam to ensure the full coverage.
