Project Objective:
SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).
Background and Purpose
USAID Learns is supporting USAID/Vietnam in exploring opportunities to address climate change in the Mekong Delta, and will undertake rapid local consultations to better understand existing efforts, interests, and barriers to change in the region, and propose recommendations to refine and/or better target the project’s interventions. This is intended to be a rapid effort to inform design and identify areas for further exploration at a later date.
Position Description
USAID Learns seeks a well-connected and knowledgeable senior climate resilience consultant to support this consultation effort. The consultations will support the Mission in understanding the context to support climate resilience in the Mekong Delta. The consultations will focus on a few key questions that may be answered through engagements with national and local stakeholders. The following indicative questions illustrate the likely focus areas of the consultations (these are subject to change will be finalized through discussions with USAID):
Methodology
To deliver the assignment, the team will conduct a desk review and hold discussions with key stakeholders. The team will also conduct one field trip to 1-2 provinces (still to be identified) based on the internal identification of high potential provinces (e.g., those with existing relationships with USAID/Vietnam; those seen to be potential champions; or with existing entry points).

The Senior Climate Resilience Expert will report to the USAID Learns Senior Governance and Learning Specialist, who will be accountable for all deliverables to USAID. The Expert will also be supported by a coordinator from USAID Learns. The consultancy will be delivered in Hanoi, Vietnam, with a field visit to the Mekong Delta.
Timelines: August 2022 – November 2022
