Baseline Survey (BLS) of Improvement of Sustainable Income and Human Resources Quality
for Rural Peace Community in Quang Binh Province
A. Background
The KOICA under the Korean Government and the Quang Binh Province under the Government of Vietnam has agreed to implement the project of Improvement of Sustainable Income and Human Resources Quality for Rural Peace Community in Quang Binh Province. The goal of this project is to generate sustainable income and improvement of rural human resource quality for Peace Village in Quang Binh Province, Vietnam.
The main components of the project consist of the programs are given below.
The performance of the project is to be assessed and managed by the procedure of monitoring and evaluation (M&E) which includes baseline survey, midterm survey and end line survey along with an ad hoc experimental survey.

The following is a list of submission materials that shall be included but not be limited to the proposal:
2. Projected Budget
The budget for this baseline survey shall not exceed US$(20,000). And the midterm evaluation survey, end line survey, and experimental survey shall not exceed US$(30,000). Thus, the total amount for the entire surveys shall not exceed US$(50,000).
At initiation of each survey, 50% of the budget shall be provided, and the rest would be provided as the survey report is approved by the Project Manager in both sides (PMC and PMU).
3. Selection Process
The submitted proposal should clearly and concisely state how the survey agent will interpret the objective of the baseline survey, describe the detail work tasks and products, specify a proposed schedule and budget, and provide references and explanations of relevant surveys previously conducted.
The baseline survey agent must execute the midterm survey, end line survey, and experimental survey for the purpose of consistency. More details will be discussed later.
A decision on agent selection will be made and noticed to the selected agent no later than October 30, 2022. Accordingly, a TOR will be signed thereafter.

The baseline survey is to commence by 10th November, 2022 with the final baseline report to be completed no later than 10th February, 2023.
The mid-term survey and end line survey are expected to take place in the end of 2024 and 2025, respectively, which will be conducted in parallel with the experimental survey.
However, the specific implementation time will be negotiated and adjusted appropriately according to the project progress.
6. Language of reports
The draft and final reports shall be submitted in both English and Vietnamese.
