CONSULTANCY OF REHABILITATION INTERVENTIONS
FOR PERSONS WITH DISABILITES
Overview
The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is an America non-profit organization based in Washington, DC. IC-VVAF established a representative office in Hanoi in 1994, and has been active in humanitarian assistance programs and development assistance continuously since that time. IC-VVAF has also addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, mine action, and mental health programs.
The Moving Without Limits Project
With a goal to improve people with disability’ access to quality assistive technologies and devices, thus enhance their independence in activities of daily living and their participation in social activities, three specific objectives were designed to carry out in the target provinces and districts of Thua Thien Hue, Quang Nam and Binh Dinh include: (i) improve availability of quality assistive technologies/devices (AD/AT) for people with mobility impairments (ii) improve capacity for the health sector workforce at the national and sub-national levels; and (iii) advocate for policies/regulations improvement, system strengthening and information sharing related to AD/AT.
In order to provide interventions for persons with disabilities, IC is looking for qualified consultancy service to carry out need assessment, interventions and follow up for persons with disabilities in the project provinces.

The consultancy agency will carry out the following activities, based on the project result framework, in collaboration with relevant project staff.
4. SUPERVISION AND PERFORMANCE EVALUATION
The Consultant will work under the direct supervision and evaluation of the Program Director with support from project staff.

Experience required:
Skills / Technical skills and knowledge: Skills required include broad knowledge of assistive products/ devices, medical products, bio-mechanics devices and technique; ability to conduct assessment in field sites and ability to coordinate with internal and assigned external partners.
Language requirements: Written documents submitted in Vietnamese.

Teamwork, professionalism, flexibility and an understanding of working with people from diverse backgrounds.
