BACKGROUND
Cowater is seeking to recruit a highly qualified organisation to deliver a communications campaign on national television for the Gender Responsive Equitable Agriculture and Tourism (GREAT) Program.
GREAT is a flagship initiative of the Australian aid program. The program promotes women’s economic empowerment (WEE) in the ethnically diverse northwest region of Vietnam, through the integration of a market system development (MSD) approach. The primary beneficiaries are women living in the provinces of Son La and Lao Cai, while an overarching emphasis is placed on the inclusion of women from ethnic minority communities as these provinces are home to twelve and twenty-six ethnic groups respectively.

The program is starting its second five-year phase and GREAT 2 will continue its focus on agriculture and tourism, identifying specific sectors that lend themselves to opportunities for women’s economic empowerment and work with multiple stakeholders to address constraints, generate opportunities, drive market growth and increase productive value of the sector. A limited number of agriculture sectors will be targeted, in addition to tourism. Cross-sector strategies such as women's entrepreneurship, financial inclusion, digital inclusion, policy advocacy and behaviour change will complement the sector strategies.
To support GREAT’s communication objectives, we are seeking to recruit a highly qualified organisation to deliver a communications campaign on national television for the Gender Responsive Equitable Agriculture and Tourism (GREAT) Program.
SUMMARY OF ASSIGNMENT
This assignment is to implement a one-year communications campaign on national television (VTV) in order to support broader gender equality and women’s economic empowerment messaging and policy advocacy work at the national level. This is also to build a strong relationship with VTV so that they will support delivering news about GREAT important events. The selected organisation will work with GREAT and VTV to develop a series of reportages to be aired on selected programs to support the key sectoral and cross-sectoral messages including gender equality and women’s economic empowerment, community-based tourism, innovative agriculture and policy advocacy. The time of this assignment is from December 2022 to December 2023.
