Terms of Reference

1. Introduction and Background Information

1.1. Humanity and Inclusion

Humanity and Inclusion (HI) – previously known as Handicap International- is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is working in more than 60 countries over the World.

HI has been working in Vietnam for over 25 years, mostly in the fields of health and prevention (mother and child health and road safety), rehabilitation (rehabilitation care for persons with spinal cord injury and brain lesions), education (access to inclusive education for children with disabilities) and livelihoods (access to decent work for people with disabilities).

  • Checking and matching for Customer ledger

Monthly VAT checklist for tax refund

  • Fill all information of all invoices to the VAT checklist template
  • Keep the same total amount balance between excel checklist & cash/bank excel report.

  • Make bank order for all payments of monthly fixed cost

  • Make pivot table by each task code on monthly accounting data

PIT quarterly report for the Tax office

(The last month of each quarter)

  • Update income/benefits/deducted tax of all national staff/consultants to PIT calculation template

2.3. Consultant profile

Applicant should demonstrate:

  • Relevant background (accounting)
  • Proven experience for NGO accounting
  • Very good command of English
  • Very good knowledge on VAT, PIT tax laws
  • Familiar with Navision FS excel
  • Good computer skills
  • Excellent excel skills

2.4. Consultant and HI’s Responsibilities

The consultant:

  • proposes question to ensure the well understanding
  • Provides the above deliverables and undertakes revisions based on HI comments

HI:

  • Provides materials for doing accounting
  • Coaching and explaining if any
  • Validates deliverables

2.5. Deliverables:

  • According to requirements listed above

3. Additional Information

3.1. Working Organization

  • The deliverables are to be developed from the distance – no travel required.

3.2. Timeframe

  • Deadline according to requirements listed above

3.3. Selection Criteria

Selection of contractor among the bidders will be based on series of criteria, among which (not following an order of importance):

  • Application completeness (CV, portfolio, proposal including cost)
  • Activity costs (total budget and fees)
  • Past experiences
  • Proposal quality, activity planning and timeline
  • Resources to be mobilized and consultant’s expertise

HI reserves the right not to award the contract concerned by this tendering procedure should circumstances require, and is under no obligation to provide justification or compensation of any kind to the companies consulted.
