ANTICIPATED SCOPE OF WORK

VIETNAM LOCAL CAPACITY DEVELOPMENT
REGIONAL DIRECTOR(S) (NORTHERN, CENTRAL, SOUTHERN)

DAI is recruiting a total of three Regional Directors to be based, respectively, in Northern-Hanoi or Vinh Phuc; Central-Thua Tien- Hue; Southern-Ho Chi Minh City, Can Tho or Dong Thap)

1.       PROJECT BACKGROUND:

The LocalCapacity Development (LCD) activityis a proposed, five-year activity to support the capacity of and engagement between sub-nationalgovernment, local organizations, and other local stakeholders, leading to more transparentpolicymaking, effective implementation processes, and better delivery of services to Vietnamesecitizens.The Ministry of Planning and Investment (MPI) will be the Government of Vietnam’s Managing Agency and the MPI Academy of Policy and Development (APD) the Project Owner for the activity. Work will be focused on local governments (defined at the provincial level and below to include districts and communes) who are primarily responsible for the implementation of policies, service delivery, local economic development, and investment promotion.  

The activity has three distinct, but interrelated and iterative objectives.[1]

  • Objective 1: Local government, local organizations and network capacity strengthened
  • Objective 2: Effectiveness of stakeholder engagement, system-analysis, continuous learning and adaptation on local issues improved
  • Objective 3: Identified and prioritized public service solution/initiatives implemented

Currently, this activity will include the following four provinces across regions[2]:

  • Northern Region: Vinh Phuc
  • Central Region: Thua Thien - Hue
  • Southern Region: Can Tho, and Dong Thap

2.       ROLE'S PURPOSE:

The Regional Director(s) will be responsible for building relationships with provincial and other local government officials and local organizations within the respective region; leading regional research; helping to identify programming opportunities; and coordinating activities in cooperation with Hanoi-based technical staff and other regional directors.

3.       OBJECTIVES AND DUTIES

The Regional Director(s) will be responsible for the following tasks in their respective region:

  • Serve as principal liaison with Provincial Government ministries, departments, and agencies.
  • Serve as principal liaison with local organizations, including non-profits, private sector institutions and other stakeholders.
  • Oversee a small team, to be determined
  • Participate and/or coordinate technical assessments of government entities and local organizations in the region.   
  • Identify organizations, mechanisms, and platforms for which the project to engage.
  • Advise on the construction of local grant-giving activities.

4.       REQUIRED QUALIFICATIONS

  • 7 – 10 years of international development experience working in economic governance sectors, with at least five years’ experience in a lead technical or management position
  • Experience working on donor-funded projects; with a preference for experience with USAID-funded projects
  • Experience working with, or liaising with government officials and/or local organizations in the region applied for:
  • Northern, Central, or Southern region
  • Fluent oral and written communication skills in English and Vietnamese required
  • Must be from or reside in either Northern, Central, or Southern region.
