BASIC FUNCTIONS OF THE POSITION
Incumbent of this position will be directly supervised by the Labor Attaché and be a critical member of the otherwise one-person Labor Section. The Labor Section promotes the U.S. Department of Labor’s (DOL) objectives in Vietnam and the broader Southeast Asia region, which are centered around advancing the fundamental principles and rights at work: freedom of association and the right to collective bargaining, and the elimination of forced labor, child labor, and workplace discrimination. The Labor Section achieves this through research and reporting, advocacy with stakeholders, grant administration, and organizing visits. The incumbent will support the Labor Section by researching developments in labor rights; writing English-language summaries of news items; analyzing and translating government laws and decrees; maintaining a wide range of contacts in relevant government agencies, international organizations, worker organizations, industry organizations, and other labor sector stakeholders; organizing meetings and providing informal English interpretation when needed; helping control visits from DOL headquarters; and providing administrative support to the section, such as procurement and travel.
QUALIFICATION REQUIREMENTS
Education: Completion of Bachelor’s-level degree in economics, law, business administration, or host country equivalent is required.
Experience: At least three years of experience in labor-related work, economic research, or business experience is required.
Languages:
Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
Fluent in Speaking/Reading/Writing Vietnamese is required.

Detailed understanding of the political, economic, and social dimensions of labor issues in Vietnam, particularly related to the fundamental rights of freedom of association, collective bargaining, elimination of forced labor, abolition of child labor, and elimination of discrimination in respect of employment.
Comprehensive knowledge of Vietnam’s challenges, programs, policies, and regulations pertaining to the promotion of labor and other human rights. Broad understanding of U.S. government and international labor sector engagement in Vietnam.
