BACKGROUND
In 2017, Ministry of Education and Training (MoET) issued the Circular No. 16/2017/TT-BGD&DT dated 12th July 2017 guiding the job placement framework and number of employees in public general educational institutions, anf Circular No. 31/2017/TT-BGDDT dated 18th December 2017 guiding the implementation of psychological counseling for secondary students. These documents are important guidance for educational institutions to implement psychological counseling for their secondary students, including establishment of counseling committee, setting up a counseling room and conducting counselling sessions for students.
According to Article 7 of the Circular 31/2017/TT-BGDDT, form teacher is the person who is first mentioned in collaboration with counseling committee in implementation of psychological counseling in the school. In the school setting, the form teacher is a closest contact person with the students and their parents, and has the most influence in the development of student’s personality. In addition to the professional role, the form teachers play the role of managing students to perform the school’s duties and enhancing the connection between family, school and community to support the education of students at school. Form teacher is also a key informant to and support the counseling committee in providing counseling to students. Therefore, training on mentoring for form teacher is necessary to strengthen initial support for students.
In cooperation with MoET, Room to Read together with Student Affairs Department implement the project “Capacity building on mentoring for form teacher” aiming to develop school psychology service, prevent potential risks, and provide intervention to students struggling with difficulties in social-psychology. The project also strengthens the effectiveness of support services, protect students in educational institutions, create an effective learning and training environment for students which contributes to enhancing equality in education, improving gender relations, respecting and promoting gender equality.
Room to Read is seeking a consultant or a group of consultants to undertake the training need assessment on mentoring for form teachers to propose objective and design need-based curriculum framework.
