Terms of Reference
In order to support its Inclusion Project’s inception phase, Humanity and Inclusion is looking for a short-term consultant with professional experience in managing international development projects related to disability.
1. General Information
1.1. Humanity and Inclusion
Humanity and Inclusion (HI) – previously known as Handicap International- is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is working in more than 60 countries over the world.
HI has been working in Vietnam for over 25 years, mainly in the fields of health and prevention (mother and child health and road safety), rehabilitation (rehabilitation care for persons with spinal cord injury and brain lesions), education (access to inclusive education for children with disabilities) and livelihoods (access to decent work for people with disabilities).
1.2. Inclusion project
HI has been awarded funding by USAID in February 2023 to implement the Inclusion IIb project. The project aims at improving the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces. The project’s goal is to be achieved through the strengthening of rehabilitation and social services as well as the advancement of disability policies.
1.3. Context and Needs
As it is just starting, the Inclusion project has not yet been totally staffed – as of today, only the Chief of Party has been assigned and is supporting the project (only at 50% capacity and remotely – from Europe). A mission from the CoP is planned in April. Recruitments for the rest of the project team are ongoing. Meanwhile, support is being provided, in Vietnam, by staff working on another rehabilitation project.
While recruitments are ongoing and in order to provide significant and effective support to the CoP (and release pressure on the rest of the team), HI is looking for a short-term (expected duration: 2 months) consultant with experience in managing disability projects.
