Vietnam Action Against Plastic Pollution

Positions: Part-time IT Consultant
Period of performance: April 2023 – March 2024 with possible extension.

Background

The USAID funded "Vietnam Action Against Plastic Pollution" Activity (the Activity) is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders' power, promoting the creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single Used- Plastics-Products (SUP) reduction measures and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM). 

The Vietnam Action Against Plastic Pollution Activity is implemented by a consortium of Chemonics Int’l, Center for Marinelife Conservation and Community Development (MCD), Centre for Supporting Green Development (GreenHub) and E-Policy from 2022 to 2027.

Under supervision of Finance and Operations Director, the Part-time IT Consultant is anticipated to work on-site 16 hours per week and unlimited remote support during Office business hours. The needs for IT support may increase in the next years depending on the increase of number of staff and workload.

Duties and Responsibilities 

• Set-up and maintain the project office IT environment including set up IT system for permanent office.
• Administer IT network infrastructure, providing reliable and consistent IT network operations and technical support to IT system.
• Ensure business support services are fully functional and to provide efficient, secure and timely outcome to the need of the VAAPP operation regarding to IT support services
• Administer and maintain the LAN, including switches, access points, firewall etc.
• Carry regular checks for important devices to address and resolve issues in advance
• Maintain full functionality of IT equipment of VAAPP project to ensure continuity with minimal interruption.
• Identify and escalate situations requiring urgent attention and inform management of recurring problems and recommend solutions.
• Provide technical support to Operations team as well as Program team to all IT related matters.
• Provide solutions and recommendations to support staff on how to work securely and provides IT training to staff as needed.
• Respond to staff inquires and requests as a first line of technical support, gathering information to resolve problems and arranging for additional technical support if and as needed.
• Other duties as requested.

Qualifications

The consultant must possess the following technical qualifications:

• Minimum five years of experience in information technology with an emphasis on the following: Local Area Network, Windows 7/8/10; firewall, and VPN configuration; Exchange, DNS, DHCP, Active Directory, backups, antivirus, and IT security policies
• Language qualifications: English proficiency and Vietnamese
• Other qualifications as necessary
