A PART-TIME TECHNICAL ADVISOR

Project “Improving Reproductive Health & Preventing Child Marriage in Son La Province, period 2021-2025”

Background

HealthBridge is an international, non-profit, non-governmental organization that works to improve health and health equity among vulnerable populations through research, policy and action. HealthBridge has been operating in Vietnam since 1993 in the areas Health, Nutrition and Food Security; Livable Cities, Gender Equality and Reproductive, Maternal, Newborn and Child Health; Tobacco Control; Alcohol Control; and Non-Communication Diseases Prevention.

With the financial support from Global Affairs Canada, HealthBridge is partnering with Center for Disease Control (CDC) of Son La province to implement a project “Improving Reproductive Health & Preventing Child Marriage in Son La Province, period 2021-2025“. The overall goal of this project is to improve health and gender equality and reduce incidence among child marriage of women and adolescent girls in vulnerable communities of Son La province.

Project objectives:

• Increased agency of women and girls in targeted areas
• Increased utilization of quality, adolescent sexual reproductive health (ASRH), gender-responsive and inclusive health services by adolescent girls & women of reproductive age.

Project main outcomes:

• Increased knowledge and improved attitudes among community champions, women & men on ASRH, gender quality and preventing sexual gender based violence (SGBV), including Child marriage
• Enhanced knowledge & skills among adolescent girls and boys in schools related to comprehensive, rights-based & evidence-based sexuality and relationship education
• Improved quality of health service on reproductive for women of reproductive age, adolescent girls & boys, and vulnerable people
• Increased capacity of service providers and government health staff to deliver quality of health service in ASRH, gender-responsive and inclusive health services by adolescent girls & women of reproductive age

Project location:

• Chieng Bom and Tong Co communes, Thu?n Châu district.
• Chieng Den, Chieng Ngan, Chieng Sinh, Chieng Le communes, Son La city

In the year 2022, the project has conducted several activities including: Organizing capacity buildings for teachers on knowledge and community skills of ASRH and gender equity; Conduct training courses on knowledge and communication skill on ASRH for community educators[1]; Implement education sessions on ASRH for students in schools and for villagers in project’s villages. 

In 2023 and 2024, the project continues working with CDC Son La to implement training courses, coaching and other technical support to schools and communes to deliver education activities on ASRH for students and local people in the six communes of Thuan Chau district and Son La city.

In order to support HealthBridge Vietnam and CDC Son La to improve quality of implementing project activities, the project plans to recruit a part-time technical advisor.

II. Purpose, scope and methodology

To be in charge of providing technical support for the project activities including:

1. Providing technical inputs for IEC materials of ASRH (such as flip charts/illustrative pictures/tools);
2. Delivering training courses (on ASRH, BCC, gender equality, soft skills…) for teachers, students, community educators and other stakeholders (if any);
3. Providing coaching activities for schools and communes in organizing behavior change communication (BCC) sessions;
4. Provide inputs for school-based friendly counseling corners of ASRH;
5. Providing inputs for project monitoring and evaluation.

III. Time frame and key deliverables

1.	Provide technical inputs to develop a set of flip chart for community educators and teachers to use in BCC sessions of ASRH.	Under the project partnership, MOH has approved the Technical guideline on ASRH education covering 9 topics. Topic 1: Adolescent Topic 2: Friend and Love Topic 3: Safe sex Topic 4: Pregnancy and birth control Topic 5: STIs Topic 6: Early Marriage and Inbreeding Topic 7: Sexual abuse Topic 8: Gender and sex Topic 9: Some soft skills for adolescents The project bases on the guideline to develop a set of flip chart for each topic.  The main tasks of the consultant: Review the technical guideline to provide ideas for a set of flip chart covering the nine topics (3-5 flip chart/picture for one topic). Provide comments on the design of the flip chart. Finalize the design of the flip chart in close working with project staff.	15	March – June 2023
2.	Conduct 2-day refresher training/training camp for teachers on ASRH in Son La city	Deliver a 2-day refresher training/training camp for   teachers on ASRH and communication skills. Two-day training in Son La 1 day for preparation 0,5 days for reporting 1 day for travelling (two days travelling/50% of working fee/one-day travelling).	4.5	July – August 2023
3.	Conduct 2-day training for students from high school’s communication team in Son La city	Deliver a 2-day training on ASRH for 30 students coming from three high schools’ communication team. The training shall about basic knowledge of ASRH, and some technique that students can use to communicate ASRH in their schools’ channels. Two-day training in Son La 1 day for preparation 0,5 days for reporting 1 day for travelling (two days travelling/50% of working fee/one-day travelling).	4.5	July – August 2023
4.	Provide inputs for school-based friendly counseling corner of ASRH	Support to set up a school-based friendly corner of ASRH services to students and/or their parents as needed. This will include school based mobile and friendly ASRH library managed by students themselves. This activity will be considered to set up at 2 schools (one in Thuan Chau district and another in Son La city)	5	May – September 2023
5.	Conduct coaching trips to schools and communes to support schools and communes in Son La	Deliver hands-on coaching for school teachers and community educators in implementing education activities. It is estimated that one commune and one school shall receive one coaching day. 2 trips Each trip last for 4 days (2 working days, 2 travelling days), 0.5 day for reporting:  3.5 working day/trip	7	May 2023 – February 2024
6.	Provide technical inputs for M&E	The project shall develop a set of tool to evaluate certain activities like village meetings, communication events. The consultant shall review and provide some technical inputs for the tool.	4	June – July 2023

The selected part-time technical advisor shall work from home and at HealthBridge Vietnam office and will work closely with the Project Manager. The number of working days vary from month to month depending the project’s activities. The total estimated working days from 15 April to 31 March 2024 is about 45 days. This position is possible for extension.

IV. Expected qualifications of the consultant.

• Postgraduate degree in Medicine, Public Health or Social Science;
• At least 10 years of working experience in the field of adolescent reproductive health education;
• At least 5 years of experience in conducting training for teachers, health staff on Adolescent sexual reproductive related topics, and communication skills;
• Intensive experience and skills in participatory training methods, especially in school-based health care programs implemented by NGOs.
