Financial Audit
HOLT – Vietnam PROGRAM

Holt International is an US based NGO, with Headquarter office in Eugene, Oregon operating in 17 countries. Holt’s Vietnam program became operational in 1973, and one of the first INGO from the U.S providing social services to children and vulnerable people in special circumstances and their families. Holt Vietnam is currently working in 9 provinces of Yen Bai, Hanoi, Danang, Quang Nam, Khanh Hoa, Phu Yen, Dong Nai, Binh Duong and Ben Tre in the areas of adoption, child sponsorship, development programs such as nutrition, daycare, education, family strengthening, vocational and training, livelihood development, and community based care.

Holt Vietnam work with the Government of Vietnam and local partners including Ministry of Labor, Invalids and Social Affairs (MOLISA), Ministry of Education, Ministry of Justice, and its line Departments in the provinces to deliver services for children, including children with disabilities and care givers through different initiatives to enable children to achieve their full potential in a safe, inclusive living environment and schools.

We are looking for highly qualified candidate for consultancy contract service to do financial auditing for Holt Vietnam Program in Vietnam.

TITLE: Financial Audit Consultant

• Citizenship: Vietnam
• Duty Station: Hanoi and program sites to be decided later
• Duration of Assignment: Short term consultancy contract
• Starting date: As soon as possible.

Requirements:

• Academic background: a Bachelor’s degree in accounting or financial management. A master’s degree in the same field is an asset.
• At least 5 -year experiences work in financial auditing, especially for the development projects with INGOs, and bilateral donors, such as USAID, EU.
• Strong accounting skills and knowledge of financial management with an INGO
• Excellent analytical, research, and problem-solving skills
• Familiarity with international financial reporting standards (IFRS)
• High level of written and spoken communication in English and Vietnamese;

Main responsibilities

To conduct internal financial auditing to ensure the organization is following proper accounting procedures and to propose plans to close any gaps in the existing financial management for the organization.

Scope of work

The financial auditor’s tasks include:

• Reviewing Holt’s processes for compliance with laws and regulations, especially those related to accounting standards or ethics
• Reviewing financial statements to determine whether they are accurate, identifying any errors or anomalies, and recommending corrections,
• Identify and assess risks of material misstatement, whether due to error or fraud, design and perform audit procedures responsive to those risks.
• Interviewing selected representation of organsisation’s employees to learn more about their roles in the organization’s accounting processes
• Performing audits of specific areas within the organizations. This will be discussed with the Country Director and Financial Manager.
• Evaluating the effectiveness of internal controls over financial reporting to ensure that adequate internal controls exist. This include reviewing accounting form to ensure effective and transparent management and decision making in budget and expenses.
• Review the financial performance of organization to help detect possible signs of trouble
• Reviewing the financial records of companies or individuals to detect any irregularities that may indicate fraudulent activity
• Reporting and providing suggestions for changes to the organization’s accounting and financial management procedure or auditing procedure based on findings from an audit

Supervision and performance evaluation:

The incumbent works under the direct supervision and evaluation of the Country Director at Holt Vietnam Hanoi Office, and with assistance from the Finance Manager.

A competitive remuneration package commensurate with experience and ability will be offered to the successful candidate.
