Call for Concept Note: Technical assistance towards sustainable energy transition for Non-MOIT Entities
within EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility)
The EU - Viet Nam Sustainable Energy Transition Facility (EVSET Facility) launch the first Call for Technical Assistance for Non-MOIT Entities (CfTA1) towards sustainable energy transition in Viet Nam. The EVSET Facility is funded under an EU grant “EU - Viet Nam Sustainable Energy Transition Programme” (SETP) as a complementary measure. The EVSET Facility is implemented from 2022 to 2027 by a Stantec-led Consortium, including CEERD, DEM and SNV in close cooperation with the Ministry of Industry and Trade (MOIT) of Viet Nam.
The EVSET Facility consists of five components and provides Technical Assistance to both MOIT and Non-MOIT Entities on a demand-driven basis, expertise and capacity development in areas such as technology and knowledge transfer through cooperation in areas like research, higher education and R&D for renewable energy and energy efficiency, renewable energy and energy efficiency policy, legal and regulatory frameworks, norms and technical standards, power market analyses, energy governance, energy information systems, energy budgeting and planning.
This first Call for Technical Assistance (CfTA1) to Non-MOIT Entities will contribute to the SETP objectives of (i) improving energy efficiency, (ii) increasing the share of renewable energy in the energy mix, and (iii) enhancing the performance of the Viet Nam Energy Information System (VEIS).
Eligible applicants are Non-MOIT Ministries and public institutions at both national and provincial levels, other Vietnamese key energy actors from academic and research institutions and social organisations (The private sector is not the beneficiaries of the EVSET Facility and this Call).
Each Technical Assistance will be between EUR 50,000 and EUR 100,000 in terms of estimated cost and shall not exceed 12 months of implementation.
This Call for Technical Assistance is open from 5 June 2023 and closed on 28 July 2023 at 11:59 PM (Hanoi time).

About SETP
The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. This joint programme re-affirms the EU’s close cooperation and long-term commitment to Viet Nam’s goal of clean energy transition to meet the country’s net zero emissions target by 2050.
The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027. It follows the success of the EU - Viet Nam Energy Sector Policy Support Program, a EUR 108 million grant by the EU for Viet Nam implemented from 2018 to 2021.
