REQUEST FOR QUOTATIONS (RFQ)

To conduct a series of radio programs to promote the roles and contribution of social enterprises in
HIV responsesand support the endorsement of HIV as a public service funded by the state budget

Background

The global USAID LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam's supply chain management system; and (4) Integrate TB services into SHI.

Community-based organizations (CBOs) and social enterprises (SEs) play a significant role in HIV service delivery in Vietnam, especially in case management and treatment referral among key populations. In response to declining donor funding to CBOs, in November 2021 the MOH approved a proposal to pilot social contracting with CBOs for HIV services delivery from 2022 through 2024 (Decision No. 5466/QD-BYT). The pilot uses donor funding while following the state budget regulations.

Vietnam Administration of HIV/AIDS Control (VAAC) is the leading social contracting pilot in Vietnam, with the support of different international donors and projects. The USAID LHSS project is providing technical support to VAAC in the SC pilot at the national level. In April 2022, VAAC kicked off the SC pilot implementation for the 2022-2024 period at the selected provinces. To date, the pilot has been rolled out in nine provinces, including Nghe An, Dong Nai, Tay Ninh, Dien Bien, Tien Giang, Hai Phong, Binh Duong, Can Tho, and Kien Giang. The pilot will provide evidence and lessons learned for VAAC to advocate for institutionalizing social contracting with CBOs/SEs in HIV services delivery, using the state budget, eventually. VAAC will do this by proposing the revision of the Prime Minister’s Decision No. 1387/QD-TTg (dated July 13, 2016) to include HIV/AIDS services as a public service implemented through social contracting and funded by the state budget.

As the concept of social contracting is still new in Vietnam, to increase the knowledge of policymakers, the media community, and the community in general, and to promote social contracting in Vietnam and support the endorsement of HIV as a public service using state budget, LHSS project will support VAAC to conduct a series of a radio program on Voice of Vietnam (VOV) channel from July 2023 to July 2024. This is an important voice contributing to the efforts to institutionalize the implementation of SC in Vietnam after the completion of the pilot project.

Objectives

Touse radio channelsto promote social contracting and the role of CBOs/SEs in providing HIV/AIDS prevention services, the ongoing social contracting pilot, thereby mobilizing the support of the media, the community in general, and, ultimately the policymakers for the implementation of social contracting.

Responsibilities

The service provider will work closely with the VAACand LHSS to undertake the following tasks:

  • Produce and broadcast up to 10 programs on the VOV channel.
  • Post the produced programs on other VOV’s multimedia communication channels such as the VOV website, VOV Youtube, and VOV page.

Deliverables

  • Up to ten programs are produced and broadcasted on the VOV channel, including the program record.
  • A summary of the campaign result and recommendations on follow-upactivities.

Duration: The assignment is planned for the period from July 2023 to July 2024.

Requirements

  • The service provider must have prior experience in producing and publishing VOV programs on health policy advocacy, public health, and HIV-related topics.
  • The service provider must have an established network with and long-term collaboration with VOV.
  • The service provider must be familiar with working with government officers, policymakers, and key opinion leaders.
  • The service provider must have a good understanding of audience preferences and media choices.
  • The service provider must use its own equipment as necessary to carry out the work.

The service provider is not allowed to provide these products to any other individuals/parties without prior permission from the LHSS. The service provider must ask for the permission of LHSS before using these products.

The proposal and estimated budget received in response to this RFQ will be evaluated based on the price, availability, and quality of the required service. These parts are considered equal, the individual with the lowest cost technically available will be awarded. As a result, vendors are encouraged to submit their most competitive offer.

Abt Associates reserves the right to reach a final decision based on an overall assessment of quotes. The submission of a quote does not constitute an award of any funds. The resulting award will be subject to Abt’s standard terms and conditions and applicable to all Prime Contract terms and conditions, which are available upon request.
