BACKGROUND :

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.
We are looking for a qualified, independent, experienced and functional HIV Program M&E Officer to assist with the execution of duties.

MAIN DUTIES AND RESPONSIBILITIES :

The HIV Program M&E Officer will collect, validate, analyze, and report HIV program data to facilitate service delivery, research, and donor relations. They will work alongside a cross-cutting M&E team and report to the Senior HIV Programs Manager based in Ho Chi Minh City.

This position will be responsible for the following activities:

• Coordinate data collection with a diverse field team directly employed under the ECLIPSE project and the government of Viet Nam
• Assist in training new field staff on data systems and study standard operating procedures (SOPs)
• Provide technical assistance for HIV testing and counseling and HIV treatment sites to improve the quality of data and the use of data to enhance performance
• Analyze data and make presentations for team members to facilitate data-driven programming
• Support collection and verification of private-sector HIV treatment data
• Analyze program data for quarterly donor reporting
• Ensure Data quality assurance activities
• Facilitate operational research studies
• Develop and upgrade data visualization dashboards
• Other activities requested by IRD VN management

REQUIRED EXPERIENCE/SKILLS :

• Experience working in data on health programs or health research. Experience working in the HIV sector is preferred but not required. 
• Familiarity with Excel and Google Sheets
• Detail oriented and is able to maintain accuracy and impartiality in all work products
• Strong verbal and written communications skills in Vietnamese
• Verbal and/or written communication skills in English is advantageous
• Ability to work well in a team and with external partners
• Ability to balance numerous tasks simultaneously and meet tight deadlines
• Willing to travel
• Familiarity with Microsoft Power BI is advantageous
• Familiarity with the national HIV reporting standards, e.g., Circular 05, reporting systems, e.g., HIV INFO, PEPFAR MER indicators, and/or Global Fund indicators is preferred but not required
